Charlie Blesener has requested an opportunity to further discuss this proposal with the Council and will be present at Monday's meeting to initiate • discussion on sites and what city activities or spaces could be included in the facility. Attached is a memo from Mr. Blesener that includes a request for city assistance in securing a site for the facility; the memo does not state how much property is needed. As you know, both the YMCA and Minnesota Sports Federation have also requested property from the city for their facilities. The second item of discussion on Monday is the types of space and uses that could be included in the family/art center. The memo mentions public meeting rooms and senior center space. The Council has briefly discussed including large meeting room space in either the YMCA or an expanded city hall if this need is not met by the private sector. However, the Council has not recently discussed other space needs like senior center space. Finally, this will be mainly an informational presentation. No action is required on this item as it is still early in the development process. Also, the Council may find it difficult to prioritize and commit is finite resources at this point and may want additional time to consider this request since it is currently considering several other project proposals (YMCA and city hall expansion) that are also in the early development stages. „•,y Through„. Some of this information may have previously been shared with the council at one of the joint meetings with the school board, but I wanted to be sure you had it in advance of your July 23, 2001 meeting. As a follow-up to the joint City Council/School Board meeting of April 30, 2001, I will be in attendance at your meeting on July 23. My intention is to update the council on the planned Family/Art Center, including preliminary concepts about the facility itself, what programs are expected to be housed there, community spaces in the facility, how the arts component will be incorporated, funding mechanisms and the approximate timeline for the facility. In addition, I will invite the City of Elk River to consider the planned Family/Art Center as a viable building to also accommodate future Aft municipal needs such as large meeting spaces, space for senior programming, etc. Finally I will also ask the City of Elk River to assist us in securing a suitable site in Elk River for the facility. I look forward to beginning a dialogue with you on the 23rd that I hope will result in a quality community facility in Elk River. THE PROJECT The New Brighton Family Service Center is located on the corner of 10th Street Northwest and Old Highway 8 in the City of New Brighton, MN. The 70,000 square foot state-of-the-art facility was funded through a general property tax levy. The levies will average $400,000 per year with the final levy being collected in 2008. The operation costs are paid through membership fees, room rentals and daily passes. The total cost for the construction of the facility was $5.2 million or$70 per square foot. Of the $5.2 million, $800,000 was funded by Mounds View School District #621. It is owned by the city of New Brighton and School District#621. The city owns 83% and School District# 621 owns the remaining 17%. The many features that are included in the Family Service Center are as follows: Eagles Nest The largest kids play zone in the northern suburbs is 5,000 square feet. The creative play area includes a variety of fun and exciting components for kids of all ages as well as comfortable viewing area for the parents. Gymnasium The gym is 7474 square feet. The floor is Sportwood and Ultra System made of Maple. The gym can be used for a full court game of basketball or two cross court games with the curtain drawn. There are a total of six basketball hoops. Anchors for volleyball equipment are located on the floor. Attached to the east end of the gym is a stage. It can be used as another meeting room or for karate classes and performances. Locker rooms The men and women's locker rooms each contain 22 lockers. Locks can be brought from home to secure belongings. Each locker room has three showers. One shower in each locker room has a fold ldown seat to accommodate persons with a disability. Track The 1/11th mile indoor track is made of Robbins Durthan with Rubber underlay. The track overlooks the gym,Eagles Nest and lobby area and passes by the workout room. Space is designated so that walkers and runners can enjoy the space simultaneously. Fitness Equipment The 1500 square foot workout room overlooks the gym and is surrounded by the walking/jogging track. Equipment includes 2 Precor EFX cross trainers,4 LifeFitness Stationary bikes, 1 Vitamaster bike, 2 Tectrix ClimbMax 2, 2 sit up benches, 1 Concept II rowing Ergometer, 3 LifeFitness tread mills, 4 OEI free weight benches and 15 High Tech professional strength systems. The entire area was designed to provide an open feeling. Meeting Room There are two meeting rooms available for business rentals, classes and community organizations. Each room has a capacity of 28 people and are equipped with a TV, VCR, overhead projector, sink, coffee pot, whiteboard. There are a number of windows in both rooms that create a bright open feeling. Multi-purpose Rooms These large colorful rooms are great for birthday parties, meeting and various other events. The ip larger rooms can be divided to fit specific needs. Community Room The 4500 square foot community room is available to meet a variety of needs from weddings and banquets to corporate business meetings. The community room seats up to 250 people,has a parquet dance floor, terrace, and a scenic view. This room has access to whiteboards, telecommunications hook-ups, TV/video, very comfortable chairs and tables. The space can divided to accommodate specific occasions. A wonderful catering service is offered from sandwiches to full gourmet meals. A commercial kitchen is also available for all catering or banquet needs. Teen Lounge The teen lounge is adjacent to the snack bar. This area includes tables, chairs, a big screen TV, VCR and fooseball. This is a fun place for teens to hang out, watch movies,listen to music and make new friends. Snack Bar A snack bar is available to patrons of the Family Service Center. It is operated by Northwest Youth and Family Services. The hours are Monday-Friday from 11 am-3pm, Friday evenings from 6pm- 10pm, Saturday 10am-6pm and Sundays 12pm-4pm. The snack bar serves a variety of food and beverages. Senior Exchange The Senior Exchange includes three rooms on the 2nd floor of the facility. One area is a lounge that includes a variety of books and magazines, comfortable chairs, stereo and a table and chairs. The other lounge has a number of card tables and chairs, a pool table, darts, large screen TV, VCR, sink and a coffee maker. The third lounge has a desk, computer, typewriter, telephone and storage cabinets for sewing projects. • • STRUCTURAL -MECHANICAL-ELECTRICAL • Structural Foundation- Spread footing with concrete slabs on grade in all of the building. Existing soils were removed from all footings and structural fill material was used to minimize movement from expansive soils. Walls- Reinforced masonry block walls with brick veneer on exterior. All walls accessible to the public are painted concrete block or burnished block to reduce maintenance and inhibit vandalism. The exterior wall are well insulated reducing heating and cooling costs. Roof- Prestressed concrete except for the gymnasium which is steel trussed. Mechanical Heating-Natural gas fired rooftop units. The mechanical systems are computer controlled to maximize efficiently. The computer can also check the systems to ensure proper operation and control. Cooling-Rooftop air condition units. Fire Protection-The building is fully sprinklered and has exterior and interior audible alarms. Electrical Lighting- A mixture of fluorescent and incandescent fixtures are used in the building. The project included a swimming pool and was not cooperatively owned. January 1993 The City Council initiated community center discussions. NORTH 40. * December 1994 CITY OF CHANHASSEN AND INDEPENDENT SCHOOL DISTRICT 112 TEAM UP TO BUILD A COMMUNITY SCHOOL/RECREATION CENTER In September of 1995, Independent School District 112 and the City of Chanhassen will open the doors to a $9.3 million elementary school and recreation center situated on a 40 acre campus/park site. This cooperative venture was made possible due to the high level of trust and interdependence displayed by both the district and the city. The school district is financing its portion of the project, $6.8 million, with a portion of the proceeds of a $46.5 million referendum. The city is investing $2.5 million in tax increment proceeds from Pillsbury Bakeries and Food Service into its recreation center. The 90,000 sq. ft. school and 23,000 sq. ft. recreation center stand connected as one with separate parking lots and entrances serving both components. Each party owns 20 acres of property; however, the line separating the two is more of a formality than a necessity. As it turns out, the city's recreation center is located on school property. In addition to the main building, the site will contain a multi-purpose park shelter, five ball fields, two lighted hockey rinks, four lighted tennis courts, a playground, landscaped courtyards, outdoor classrooms, and an access boulevard; all linked by a trail and sidewalk system. The new school and recreation center 1111 are being built in response to a growing population within the district and city. Both facilities will be filled to capacity upon opening. The new elementary school has a design capacity and core facilities for 650 students. Individual classrooms are grouped into "family clusters" to promote the education concept of multi-age learning groups (students within a two to three year age difference) and the "school within a school." Lifelong learning and leisure will be the norm here and the building is accessible to the community and parents. Hammel Green and Abrahamson provided the architectural and associated professional services for the building and BorSon is the general contractor. Independent School District 112 and the City of Chanhassen are extremely excited about the opportunities this new facility will offer the community. — . The Coivill Redevelopment project includes the Coivill Family Center: a Women's Center to provide short tern shelter and housing for women and children: and a playground for children at the family center and in the neighborhood. The goal of the Colvin Family Center is :o provide a comfortable place where adults and young children can gather for information. education, services. suction and enjoyment. 1-7:12 agencies involved in this project believe that by working together and sharing resources, we can provide a wide variety of quality services for adults and young children in an economical and of ec ive manner. The agencies within the center will offer the following fifteen programs: Especially for Children Preschool: Early Childhood Fami ly Education: Early Childhood Special Education: Learning Readiness; Early Childhood Screening; Head Stan: Child and Family Social iVor-er omen, Infant and Child Nu-triton Program: Immuniza on Clinics: Child & Teen Checkups: Maternal Child Health Services: Dental Health Services: Adult Basic Education/G.E.D.: Red Wing Area Literacy Project and Sibling Care. Developmental Milestones The impetus for this project came from both a desire to improve services for children and Families in our community as well as a demand for appropriate facilities for early childhood services offered by Head Start and Red Wing Public Schools. The seed for the Colvin Family Center was planted in 1959 while the Red Wing School District and Head Stan were developing plans for a joint public school/Head Start program to serve children both with and without disabilities. The model provided clarity for the vision of family centered services. As this inclusive preschool program was implemented successf-uliy, both • agencies recognized the need to expand this type of collaborative relationship with other community agencies. The model proved that the ideal manner in which to serve young children and their families would be one of cooperation and ultimately collaboration. Concurrently, the-Goodhue County Interagency Early Intervention Committee was diligently working to break down interagency barriers by strengthening bonds and communication between agencies serving all young children. T; r cugh this process the agencies realized that working in isolation had created many problems for the individual agencies, including the duplication of services. an inherent lack of consistent communication and at times. ineffective use of scare . resources. As a result of this project. Coitrli elementary was vacated and the school district hired an arch_ ,architectural fir to examine Coivill's 'usefulness as an early Childhood center. Colvin was built in 1937 and was considered tG e a b structurally sound building. After detailed study, the district decided that with remodeling and an addition, the building would make a suitable home for Head Start and the districts early Childhood programs. Yet the school district and Head Start still felt that the services in the building could be more comprehensive. So. beginning in the spring of 1993 and continuing throughout 1994, discussions were held with a variety of early ch:IdhocdJfamily services providers including: Work and Family Resource Center, Red Wing Technical College Professional Nanny and Child Care Program::; Red Wing Technical College Administration. Red Wing Private Industry Council the City of Red Wing, Red Wing Housing and Redevelopment Authority. Red Wing Transitional Housing Coalition, Hiawatha Valley Adult Basic Educator:, Goodhue County Social Services. The Red Wing Housing and Redevelopment Authority a.vnc with the Red /1rg Transitional HCUS.i g Coalition that the city was in desperate need of a women's shelter and mere transit housing. additon, they believed th at many women and children needing housing and emergency shelter could benefit from he i "'rCs'wmS being C:i2:'2d in the family center. So, it was decided that a center for women and children r temporary e� :pr c:ary shelter or housing would. be constructed adjacent to the center on land owned by the school district . To support the neighborhood and the family center a parkpiaygrcund was needed. Through • meetings with the city, it was decided that the city of Red Wing would agree to purchase additional land adjacent to the family center for development of a playground. The playground would be designed around the needs of the neighborhood and the family center.e.. Ti:2 city also agreed to finance the construction and maintenance of the piaycround. This component was a plus for both the neichbcrhood, as they were one of the few neighborhoods lacking a city park, and the family center• as it allowed Red Wing Schools to focus on financing the center construction. without the need of building a separate playground for the family center. After the initial redevelopment project was developed, the involved acencies felt it was important to sponsor a number of meetings for interested community members croups to review the plan. Pr 0 j ect Financing When the decision was made to proceed ,,vitih the Colvil lr'amiiv Center. :he school district needed to explore potential funding sources for the project. With current school funding practices it was not feasible for the district to remodel and add to the Coivill school from the current capital outlay fund. In addidcn. a typical referendum did not seem appropriate since two Gears ago, the community passed a bond issue to build both a new high school and a new elementary school. Therefore. in order for this project to come to fruition. it was necessary for the school district to develop a creative financing plan. Thus the present cooperative arrangement. The Red 'Nino Housing and Redevelopment Authority ty LaS very interested in the = :c::iily center because they were already working on neighborhood development in tills sect on of the city and they had docume nted a need for another site for short term transitional housing. These bonds will finance a large portion of :he • The e school district is responsible for the design and construction of the project and First Trust will act as a fiscal agent of the funds. School Districts are currently allowed to levy funds to lease space for programs when they have no facility of their own available. My neighbors and I on Fresno Street have been waiting for word on when the Park Board will discuss possible improvements to park. I have to tell you that it was with great interest that I watched the Park Board meeting earlier in July when the discussion of naming and renaming parks came up. When our park was called, I found it funny (and embarassing) to hear one Park Commissioner refer to it as "Not Much of a Park" park, and another refer to it as (my particular favorite) "Two Garbage Cans and a Basketball Court" park. It was interesting to see that the Commissioners were comfortable with this. III ome on, Elk River can do better than that! Even the Park Board sees the inequity here! In a previous meeting, they discussed having our kids cross the street (Mississippi) and go to the park in Mississippi Oaks development. Yeah, right! Would you want your 6 year old crossing Mississippi? Not to mention, there currently is no park in Mississippi Oaks! However, we have noticed a VERY NICE park being built off of Joplin Street. . . .in a subdivision that was also built after ours! What gives It has just the type of playground equipment we are asking for, but I didn't notice a basketball court. Funny, most of our basketball players come from there and Mississippi Oaks. (Nice planning. ) Did the Park Board get recommendations from those residents, or just put the equipment up? I'm curious about the process. We are having a block party for National Night Out at our "Basketball Court and 2 Garbage Cans" park on Tuesday, August 7. We will be passing a petition around asking for a redesign of our park to be more appropriate for the kids who live here, where we, too, can have a nice playground set. Maybe you can pass this on to the Park Board members to see if one or two of them would be willing to come to the Park and address our neighborhood about this. Tell them to look for the new sign we will be erecting, (not attached to any poles so that we are in compliance with city ordinances) , bearing our parks new name: Fresno Street Basketball Court and Two Garbage Cans Park.
