PRSR 11-14-2001 Item # 9.C.3. • /Ij City of Elk River MEMORANDUM TO: Park and Recreation Commission FROM: Michele McPherson;Director of Planning DATE: November 19, 2001 SUBJECT: Consider Snowmobile Trail Map and Implementation Plan Attachments • Snowmobile Trail Implementation Plan • Proposed Snowmobile Trail Map • On November 6th staff met with members of the River City Snow Riders and Commissioner Dave Anderson to finalize the last of the snowmobile trail activities. Staff has proposed and the snowmobile club has agreed to the tasks listed on the Snowmobile Trail Implementation Plan. The snowmobile club has identified and obtained permits for the identified trails on the attached map. There are sections of trail that are pending and they have been identified as such on the map. Recommendation Staff recommends that the Park and Recreation Commission recommend to the City Council adoption of the Snowmobile Trail Implementation Plan and trail map. • S:\PLANNING\MICHMC\PARKNREC\Snowmobiling\11-14memo.doc Snowmobile Trail Implementation Plan City's Responsibilities: 1. Provide wood chips for paved trail intersections. 2. Keep snow on paved trails identified for snowmobile usage. 3. Do not plow railroad grade south of County Road 1. 4. Leave four feet of snow on either side of Highland Road for snowmobile travel. 5. Provide snow fencing and T-posts for key paved trail entrances for closure. 6. Provide limited signage for key paved trail entrances (open/closed). 7. Amend and distribute the snowmobile trail map. 8. Distribute and enforce the ordinance. 9. Remove wood chips at paved trail intersections at end of season. River City Snow Riders Responsibilities: 1. Install wood chips at paved trail intersections. 2. Communicate with City staff(Public Works, Planning, Police), when trails need additional snow, or are closed. 3. Close and open trails as needed. 4. Educate the members regarding the ordinance. 5. Inspect paved trails in spring for stud damage. • Trails will open December 1,2001 and will remain open,conditions permitting,through April 15, 2002.
