PRSR 01-08-2000 Item #: 3. fifty of ElkRiver MEMORANDUM TO: Park and Recreation Commission FROM: Michele McPherson, Director of Planning DATE: December 27, 1999 SUBJECT: Planning Retreat— Master Park Plan Review Process Request The Commission is asked to discuss the process by which the Master Park Plan will be reviewed. Attachments • Existing Facilities Matrix • Proposed Facilities Matrix • • Draft 2000 Work Plan Analysis Staff has been compiling information from the Master Park Plan into two matrices for the Commission to discuss. Now that the "urban" portion of the City is more developed, it may be appropriate to review the park service areas and make some critical decisions about the parks we have acquired to date and those that will be acquired in the future. Specifically, items that the Commission may want to discuss are: ❖ Does every park need every facility? Would it be better to identify larger neighborhood parks for large playgrounds than have small, playgrounds at every park? ❖ What is needed in each park? ❖ What is a realistic walking distance between neighborhood parks? What should the barriers be to walking? ❖ Are there parks that are too small to be realistically developed? If so, what are our options for these parks? (Open space, sell for development, vest-pocket park) ❖ What projects could be completed by volunteers, Eagle Scouts, neighborhood groups? 4111 13065 Orono Parkway • P.O. Staff proposes to have the Commission review several parks on a monthly basis from February through May 2000 (refer to attached work plan). The existing sheets for each park currently in the plan would be reviewed and the above questions discussed.
