The Commission is asked to review preliminary budget and spending policies for
development of a 5-year Capital Improvements Plan for park development.

Analysis
Available Funds
As of mid-December, there was $634,094.25 in the park dedication fund. This fund is
used for the development of parks and trails in the City. When the park dedication fees
were increased in 1999, $200 of each residential fee collected was to be earmarked for
trail development, including reimbursement to developers for trail construction. Staff
has divided the fund into two parts and will be tracking trail monies separate from park
development monies. The current breakdown of funds is as follows:
Park Development: $488,094.25
Trail Development: $146,000.00
Of the monies available for park development, $163,598.00 is dedicated solely to the
development of amenities in Trott Brook Park.
Proposed Expenditures
To develop the 5-year CIP plan, staff divided the remaining funds available for park
• development ($324.496.25) by five, leaving approximately $65,000.00 ($64,899.25) to
spend each year. (Monies in the park dedication fund are invested and will accrue
interest income on an annual basis, this is not included in staffs calculations.)

• Staff then identified the following spending policies for the Commission to consider:
1. Identify parks where large playground structures are desired, $30,000 each
year is dedicated to large playground structures.
2. Identify undeveloped parks that work could begin in, $10,000 each year is
dedicated to undeveloped park development (work would be based on an
approved concept plan).
3. The remaining monies would then be used for park projects identified and
prioritized by the Commission and staff.
Attached is the proposed 2000-2004 CIP plan. This plan is intended as a tool for the
Commission to do long-range planning and budgeting. Priorities and opportunities
arise on an annual basis, this will allow the Commission to be aware of the monies it
has available for park development and to reset priorities on an annual basis or as
opportunities present themselves (i.e. grants, donations, volunteer projects, etc.).
As the Commission may observe, there is very little budgeted for the out-years (2002-
2004) at this time. The development of the CIP to its furthest extent will come as a
result of the Master Park Plan review and the prioritization of projects identified. You
will note that land acquisition is not included as a proposed activity within the CIP at this
time.
• 1999 Expenditures
A number of the proposed projects from 1999 were not completed (see notes on March
3, 1999 memo). Several have been included in the 2000 budget. There is, however,
approximately $7,400.00 of the proposed total that has not been "expended". The
Commission should identify projects that it would like to see completed in 2000 with this
additional monies.
Recommendation
Staff recommends that the Commission review the attached information and provide
direction on the following items:
➢
Staffs recommendation regarding two "lump sum" expenditures of $30,000 and
$10,000 for playgrounds and undeveloped park improvements.
➢ Proposed park improvements 2000-2004 (specifically playgrounds at Woodland
Trails and YAC
➢ Additional improvements for 2000-2004
➢ Other issues the Commission deems appropriate
Also attached for the Commission's information only is the proposed revenues that we
are aware of at this time for 2000.
