( Item #: •ity of Elk MEMORANDUM River TO: Park and Recreation Commission FROM: Michele McPherso'"irector of Planning DATE: January 3, 2000 SUBJECT: Planning Retreat— Discuss Commission's Role in Programming Request The Commission is asked to discuss what role it would like to play in programming of events and programs offered by Community Recreation. Analysis To date, the Commission's role in programming has been somewhat limited and • reactionary in nature (responding to presentations by Michele Bergh). This year, the Commission established its first annual volunteer appreciation evening and expanded winter recreational opportunities with additional rinks. It has been suggested that the Commission may want to have a more proactive role in suggesting programs for Community Recreation to offer. With the Community Recreation Board directing and guiding Community Recreation, whatever role the Commission chooses to play in programming should not lead to another "boss" that Ms. Bergh needs to report to. The Commission should offer suggestions of programs and events and trust staff to implement them and report back on their success or failure. Being aware of programs will help the Commission as it develops its CIP plan and looks at parks for various facilities (i.e. development of more open field space for use as soccer fields should demographics support it). Perhaps, to get the Commission started, a more critical review of the quarterly brochure could be scheduled when appropriate. This would allow the Commission to suggest programs for staff to implement.
