SUBJECT: 2000 Volunteer Appreciation Event: Gagne
Park Clean-Up
Request
At the January 8, 2000 retreat, the consensus of the Commission was to have a
"project" for a volunteer appreciation event as opposed to a dining event. Gagne Park
was identified as a possible location for such a "project".

Overview
Gagne Park is located north of and adjacent to the Elk River. The park totals
approximately 48 acres and is currently undeveloped. Access to the park is gained via
Waco Street. Homes border the east and north sides of the park. As with any open
space, the park has been used as a "dumping ground" for neighboring properties.
Issues
The following tasks should be completed prior to any event occurring at Gagne Park:
1. Identify a date (I assume this will be a Saturday event?)
2. Locate north and east property lines to avoid trespass. This has not been
done; this would be an eligible activity under the CIP ($10,000 for
improvement in unimproved parks)
3. Notify homeowners to remove private property from the park or it will be
removed on the date of the event.
4. Walk the site to identify needed equipment (what size is the trash?) and
possible projects (tree removal)

Recommendation
•
Staff recommends d that the e Commission identify possible dates in May for this event and
also to identify Commissioners interested in walking the site sometime in late March or
early April. Staff also recommends that the Commission authorize staff to obtain quotes
for locating the east and north property lines.
