2000 Meeting
A. Land Use Cases
1. Park in Trott Brook Farms
Work has shut down in Trott Brook Farms for the winter. Previously in this agenda
the Commission reviewed the concept plan.
2. Status of Charest Mississippi Parcel
. The City has been in court the week of January 31, 2000 with Mr. Charest. A jury
trial was ordered after a deal could not be negotiated. Simultaneously, the City is
working on condemnation of the property.
3. Business Park Subdivision: Mulvaney Point
Staff is currently reviewing Mulvaney Point, a 21.59-acre subdivision located in the
northeast corner of County Roads 12 and 13. There are no park issues relating to
this subdivision, fees will be collected at a rate of$2,000 per acre ($43,180).
4. Administrative Subdivision:Allen
The City Council approved an Administrative Subdivision for Mr. Allen, 17575
Fillmore Street. The approval created one new lot; $1400 will be added to the park
dedication fund.
B. Park/Trail Developments
1. Monthly Park Dedication Fund Balance Sheet

• 2. Community Recreation
The Community Recreation Board met on January 24, 2000, so I do not have an
agenda at this time.
3. Recreation Briefs
There were no recreation briefs in the Elk River Star News in the last month.
4. Enforcement Action, Hillside 5t"
Staff has inspected and photographed the "drainage ditch" that was constructed
behind 11078 196th Avenue into Hillside 5 Park. Unfortunately, snow had covered
the ditch quite well and it was difficult to tell what damage had been done. Once the
snow melts, staff will document and begin the code enforcement action.

February 2000
Staff Report
Winter Quarter
Winter quarter ends mid-February and to date we have taken 933 registrations. We are
still taking registrations for the cheerleading clinic on February 12.
Spring Quarter
The spring brochure was delivered on February 2 with the Wednesday paper. Our
registration has begun. Phones are very busy. We have gymnastics, pee wee soccer, pee
wee sports sampler, indoor soccer at the arena, 2 dances at the arena, youth volleyball,
youth baseball clinic, Easter egg hunts and basket classes, open gyms, 3 on 3 basketball
tournament over spring break, intramural 3 on 3 basketball, and Skating Academy.
Summer Quarter
We are in the beginning stages of planning summer. The entertainment in the park
schedule is almost complete and the t ball schedule is complete. We are also planning
the 3rd annual Safety Camp. This summer will offer many returning popular programs as
well as a few new ones we hope will also be popular.
• Adopt-a-Park program
I am interested in offering a program this summer that would involve students
volunteering their time to do some landscaping and maybe building and/or painting park
benches or picnic tables for some of the city parks that don't have anything in them now.
I have a friend who is taking a Master Gardener class and she is possibly interested in
working with this program. The Master Gardener class students must complete 50 hours
of volunteer work and she thought that there might be other students who need to do their
volunteer hours and would like to do them through a project like this. I will continue to
work on this with Michele McPherson and the park commission if this is a program the
commission supports.
Emporium
We continue to be very busy with the concerts. This is the big draw almost every
weekend. We have one weekend open a month—all other Fridays are booked through
April. The students really enjoy these concerts and the bands really appreciate having a
place to play. We are also going to try dart leagues this spring.
