PRSR 03-08-2000 P-Q ---\ \,. - Item #: 9.B ityof / Ak River MEMORANDUM TO: Park and Recreation Commission FROM: Michele McPherson, Director of Planning DATE: March 1, 2000 SUBJECT: Land Use Cases Request The Commission is asked to review the following residential preliminary plat requests in order to make recommendations regarding park dedication. Analysis Twin Lake Townhomes Twin Lake Townhomes are proposed on 22.36 acres of property located northwest of Twin Lake Road across from Industrial Hardfacing. Access will be from both Twin Lake IIIRoad and 6th Street (see attached layout). This development will be "split", with single family detached townhomes on the west side of the property, and twinhome townhomes on the east side of the property. The total number of units proposed at this time is 80. Target markets for these types of townhomes include both empty nesters and young professionals with or without children. This development will be governed by a townhome association as regulated by Minnesota Statutes. Amenities on the site include a pond in the southwest corner of the site and commonly owned open space that may include walking trails. This property is located northwest of the proposed Trout Brook Park and east of both Baldwin and Barrington Parks. Due to the proximity of this development to existing and proposed park facilities, staff recommends that the Commission recommend park dedication in the form of cash ($1400 per unit). Whitetail Ridge Whitetail Ridge is a 40-acre, 18-lot cluster development located north and east of Preserve Estates. Approximately 20 acres will be preserved as permanent open space with private walking trails. The open space will be contiguous with the open space preserved by the Preserve Estates development and will be maintained by a • homeowner's association. Rolling Hills Rolling Hills is a 113-acre, 30-lot cluster development located west of Jarvis Street in the far northeast corner of the city. Approximately 68 acres will be preserved as permanent open space, 40 acres in an undeveloped, land-locked quarter section. While an area wide park has been identified in this area, it is premature to require land dedication.
