SUBJECT: Cass / ERYAC Park
Overview
The Park and Recreation Commission structure subcommittee consisting of Dave
Anderson, Dana Anderson, Duane Peterson, Phil Hals and Steve Wensman, has
been focusing on the need for a concession structure for the Elk River Youth Athletic
Complex (ERYAC). The subcommittee has met twice to discuss the concession
structure and will meet a third time on March 8. As part of the discussions, the
subcommittee met with the Youth Athletic Associations to gather input and to

provide better communication. Meetings with the Associations did result in
payment of the funds due for the first phase of ERYAC on February 22nd and a
common vision for the future structure.

Concept
In September 1999, Commissioner Dave Anderson visited Softball World in Eulles,
Texas and suggested that a similar complex might be built at ERYAC. City Staff
and the Subcommittee found the concept to have merit and the Youth Athletic
Associations endorsed the idea. Since that time, Phil Hals has prepared a model of
the facility and the subcommittee has made a list of design considerations as follows:
1. Optimal raised platform height of 4-5'
2. Optimal tread length of 48", minimum of 33"
3. Eliminate step/bleachers on the ends of the platform wings
4. Truck loading at the end of one wing of the platform
5. Foul ball fencing to be a minimum of 10' high, 20' high is better
6. Have netting over bleacher areas to protect from fly balls

7. Seating should accommodate a minimum of 500 people, 50+ per team

• 8. Have a players cage inside or outside the foul ball fence with a tarp/canopy
9. Possibly connect concession building to picnic canopies
10. Have separate restroom and maintenance buildings
11. Restroom to have a septic tank and drain field
12. Concession building to have its own septic tank and drain field
13. Locate scoreboards and lighting on plans and plan for future utility connections
14. Phone service
15. Water fountain
16. Water spigot at each infield
17. Security lights
18. Concrete surface area up to the infield fencing for erosion control and
maintenance
19. Catch basins and drainage concerns
20. Concession building is 40 feet x 40 feet in concept
Other tasks the subcommittee is working on include:
• Associations are looking for an old garage for reuse as a temporary concession
building
• Phil will look into the Redwing facility that used Moline products
• The Park and Recreation Commission will discuss the ERYAC topic at the March
meeting. Topics will include: concept review, advertising on the fence, and
recommend architectural professional to prepare to prepare drawings.
• Phil Hals will call Musko lighting to get a lighting plan for the complex with both
• softball and baseball lights
• Stephen Wensman will try to contact Softball World in Eulles, Texas to get an
aerial or plans of"Softball World"
• Baseball and Softball Associations will present checks to the City Council on
February 22nd (completed)
• Phil Hals and Chris Leeseberg will determine what role Chris and his firm might
contribute to the project.
The Park and Recreation Commission has budgeted$5000.00 to go towards design of
the structure. The subcommittee will be discussing the next step in the process at
the March 8th meeting at 6PM.
Commercial Advertising
In order to raise money for the proposed structure, the idea was raised to allow
commercial advertising at the Complex.
Request
That the Commission review and endorse the Concept for the ERYAC structure and
address the issue of commercial advertising within the complex.
