More emphasis will be placed on public education at our annual swap meet. We are in the planning stages for our swap meet for next year. We have some ideas that could be implemented at the swap meet. First we will publish flyers stating city ordinance on snowmobile use in the city. We will have a map of the urban service area. This will educate snowmobilers and interested parties where the city ordinances are in effect. We will have flyers of this map made available to the public. The club has discussed having safety videos playing at the Swap meet. An invitation will be made to the City, County and Local DNR law enforcement agencies to be in attendance. The club would also like to gather information on the biggest snowmobile complaints. This information could be posted so people could see what the issues are. This event drew 1500+snowmobile and non-snowmobile related enthusiasts last year. This is a great opportunity to educate the public on snowmobile rules and regulations in the city of Elk River. Informational flyers • Informational flyers can be printed up and distributed to local dealers and businesses. These flyers would list the city ordinance on snowmobile use within the urban service area. A map showing this urban service area would be included with this important information. Newspaper informational ads. The club would like to run multiple ads in the local paper this fall. These ads would be another way to advertise the snowmobiling ordinances in the city of Elk River. The club would like to publish, along with the ordinances, a reminder for snowmobilers to obey all laws so we can keep snowmobiling in the city. Contact Information The club will make more effort to advertise our email and mailing addresses. We are unsure if our contact information was adequate. In response to the articles listed in the paper, we never received any information there were problems. In this response we will make more effort to advertise our club meetings, our email and our mailing addresses. A plan is being presented that would enable city and law enforcement people to have direct contact with a club member for the purpose of reporting problems. • Future Concerns • This club has always been under the impression that all people are welcome to the club meetings. In response to this we ask that a representative from the Park and Rec board attend a meeting when issues arise. Regulation This club is made up of people who volunteer their time to benefit the sport of snowmobiling. In reality it would be extremely difficult for club members to regulate all the renegade snowmobilers in the city. If we did regulate our trails or problem areas, we would only be able to express our concerns on their behavior. We have no real authority to legally punish these people for their wrong doings. It has been discussed to find some way to assist Law enforcement officials with this. Several cities have been able to live with very heavy snowmobile traffic by clearly marking snowmobile trails through the city. This allows the cities to control the snowmobiling traffic and prevent people from riding all over the city. It also allows business owners to reap some of the benefits of snowmobile traffic. It also enables law enforcement officials a method of patrolling the area on snowmobiles. Many of the riders that are causing problems would stay on the trails if they were clearly marked and would allow access to the areas that the riders need to get to. The clubs and the city need to work together to ensure that everyone in the city has access to the amenities and that • one person's activity does not impact another person's activity. Adult Education We are currently looking into the possibility of having Adult Snowmobile Safety Education classes this year. There may be a few adults out there who are unsure of all the proper snowmobile regulations. We depend on these adults/parents to reinforce the understanding of the laws to our youth. This class could give us an opportunity to educate those that wish to do so. Safety Instruction Nine members from our club volunteered their time to instruct 140+youth through snowmobile safety training last year. This is a community service that our club will continue to provide. Your Suggestions What actions would the Park and Rec board like the River City Snow Riders to take? Your feedback on the above mentioned items would be appreciated. • Members of the Elk River Parks and Recreation Commission: The River City Snow Riders snowmobile club was very disappointed to read the March 8th article in the Star News on the snowmobiling problems in Elk River this winter. It is very unfortunate that a small group of riders could potentially force a ban on snowmobiling in Elk River. The most disturbing part of the article was the way our club was portrayed as the bad guy in this situation by not educating every snowmobiler who rides in the city limits. The blacktop trail damage is more of a law enforcement issue than an education issue. You will always have a handful of what we call "renegades" who are fully aware of the law but choose not to obey. This is probably true of most forms of recreation. Our club does not promote reckless behavior. We need to focus on the up and coming participants of our sport and I think we've done a pretty good job of educating youth. During last season our club put 140+ kids through snowmobile safety training and will be doing the same next year. We also had an information booth at the Sherburne County • Fair, were participants in two local parades, held a very successful swap meet last fall, we meet monthly (open to the public), new members are always welcome and will soon have our own web site on line. We are sure there are other thing we can do in the future and are prepared to discuss those items tonight and listen to any suggestions Park and Rec. might have to offer. The City, the River City Snow Riders and all snowmobilers need to work together to overcome these sticky issues, a ban is not the answer. The thru city trail our club has been working on for the past two years will be a step to resolving some of these problems by directing people through town rather than leaving it up them to decide. In the future we would like to be kept informed of any problem or potential problem areas so we can be proactive rather than reactive. It doesn't do any good to read about it after the fact in the newspaper. We can be contacted by phone, e-mail or by attending a monthly meeting. Her name is Darci Stiff. She is new to the area and has many years of office experience as well as experience dealing with the public. She started on Monday, April 10 and is working 5 hours a day, 4 days a week and will be working programs for us as well. She is doing wonderfully and we are happy to have her here. We have also filled both positions at Emporium and I am confident that we have hired two very good people for the positions. Summer Programs Summer programming is just about complete. The brochure is at the printer now and we are working on a flyer for the schools. We have also included a 1-page insert into the Elk River Current about our upcoming programs. We are looking at possible adding another basketball camp for elementary age kids as well as the cheerleading program. We've had wonderful feedback about the cheerleading program but are having difficulty finding someone to run it. We are going to keep trying and see if we can't get something set up before school is out so we can do some special marketing. Emporium We have concerts booked every weekend, except the holiday weekends, between now and the end of July. We try to keep them on Fridays as it is easier to staff and twice a week would be too much if we did it all the time but they are starting to ask about Saturdays since the Fridays are filled. As the weather becomes warmer, we are having more kids hang out outside which is a challenge to deal with. They are generally well behaved but it does get louder when more of them are hanging around outside. Web Site We are almost done putting our summer programs on our web site. I would encourage you to visit it if you haven't recently. We have completely redone the appearance of it and I think it looks really nice. People will be able to view all of our programs, print out registration forms, and get other information about Community Recreation and youth associations. Since November, when we started our web site; we have had over 300 people look at it. We've had about 30 people look at it in the last two weeks so I believe it will be well used this summer. Youth Associations We are very busy working with the youth associations to coordinate field needs. We will be scheduling practices and games for softball, baseball and soccer. This will be somewhere around 200 coaches that we will need to schedule fields for. Our office is working with the associations to figure out the best procedure to follow for the practices so that it is easy for everyone to follow. We are planning to issue permits to each coach so that they will have documentation showing that they have the field reserved. Skate Park There has been some renewed interest in the skate park here in Elk River so we are working on getting that up and running again. There are some ramps that have been completed that some students are interested in placing on the site but we need to wait for information from our insurance carrier. • Lutheran Brotherhood has also contacted us about possibly donating $500 to help develop the park. Update on Field Reservation Policy I am working with the City of Elk River attorney to develop a policy. He will forward me something as soon as it is complete.
