Item# 9.c-% ityof _i .lk River MEMORANDUM TO: The Park and Recreation Commission FROM: Stephen Wensman, Planner /il DATE: May 10, 2000 ` SUBJECT: Master Park Plan Map Changes Overview As part of the Comprehensive Master Park and Recreation plan review, staff has prepared a list of proposed changes to the Master Park Plan map. The changes are being proposed to update the map to reflect adopted park concept plans, recent developments, and changing park and recreation needs. Proposed Master Park and Recreation Plan Changes 1. Identify Gun Club as a non-city recreation facility 2. Identify the Cargill properties, mining areas, RDF plant, DOT properties on Park Plan (These areas will be long range open space, possible future recreation opportunities or areas to avoid). 3. Locate proposed Commuter Rail Depot on the Park Plan. 4. Locate Subdivisions and trails and sidewalks: a. Elk River Crossing (future sidewalks) b. Mulvaney Point (future sidewalks and trail) c. Windsor Park (park, trails and preserved open space) d. Trott Brook (park and future trails) e. Lafayette Woods and Cherrywood Hills (existing sidewalks) f. Hillside 9th Addition (future sidewalks) 5. Locate River Place Park on Park Plan and move Neighborhood Park symbol to the east where additional parkland will be asked for. Show future park location in new color. 6. Remove blue circle symbols for future parks from the Trott Brook Farms area. 7. Directly label non-city facilities on the plan rather than labeling within a box • with A, B, C.... 10. Remove Park designation from map and put it in legend only. 11. Remove the category"Special Use Park," (SU) as it is already labeled Non- City Facilities. 12. Differentiate between bituminous and unpaved trails. 13.Add the Elk River Country Club land exchange to the Park Plan. 14. Put future 7 Oaks Park on the Plan 15. County Road 1 should be a paved trail to the Golf Course rather than a future trail. 16. Remove the future sidewalk symbol from Lafayette Woods and Cherrywood Hills 17. Remove trail symbol from Railroad Trail to County Road 1 on the 193rd Avenue grid. 18. Change future trail to paved trail along Mississippi Road to reflect what has been built. 19. Indicate actual Proctor road trail and sidewalk configuration. 20.Add 193rd paved trail rather than future trail 21.Add Hwy 10 trails by Guardian Angels and between Cretex and Upland Ave. 22.Add actual paved trail over gas line easement to Hillside Estates 5th Park and indicate future trail locations. 23. Indicate Charest's river front property as a future park. 24.Add future park at the north end of Deerfield 2nd Park 25.Add future park at the east end of Top of the World Park • 26.Add proposed trail corridor in Power Easement in Hillside Estates 8th. 27. Change proposed trail on Dodge St to proposed and existing sidewalk. 28. Move proposed trail corridor through Cargill property. 29.Add proposed trail along 175th Avenue and remove wide shoulder symbol 30.Add a future park symbol to the east of Gagne Park 31. Put actual trails on map for Woodland Trails and Top of the World Park. 32.Add future road corridors from the Transportation Plan on the map 33. Identify cemeteries as open space 34. Identify Urban Service Area on map 35. Smaller trail head symbols Discussion Items: 1. Location of a trail corridor from County Road 13 to the Morrell, Brandt's and Church properties (wetland crossing) 2. Trails on other County Roads (Proctor Rd) 5. Snowmobile trails. 6. Discuss the need for PSA's in the Rla zoning district or focus on specific properties. a.
