SUBJECT: Hillside City Park
Overview
On May 13, 1998, the Commission approved a concept plan for the Park that
incorporated mountain bike trails and a BMX track. Since that time, about
one mile of mountain bike trails have been constructed as part of a Boy Scout
project and the BMX track is proposed to be constructed in Cass Park
• (ERYAC). Although a mile of mountain bike trails has been constructed,
there has been little use or maintenance of them. There are several likely
reasons for the lack of trail use including: the overall length of the trail is too
short, no off-street parking, no signs identifying the park or trails, no one to
hold responsible for maintenance, no solid organization to use and maintain
the trails.

Revised Hillside City Park Concept
Without the BMX track, the central open space of the Park is left without any
programmed use. Previous concept plans included a lesser amount of
parking, a picnic shelter, grills, picnic tables, an interpretive center, and open
lawn area. With the surrounding development, there might be a need for
some of these uses at this site.

• Staff has revised the Concept Plan for the Park to include the existing
mountain bike trails, additional trails, parking at the entrance and in the
interior of the park, a 20 foot bituminous entrance road with a 2 foot gravel
shoulder, park identification sign, picnic structure and tables, BBQ grills and
a trail connection to the new County Road 13 along the large powerline
corridor.
BLAST Mountain Bike Group
A group calling themselves BLAST, are proposing to build and maintain more
trails at Hillside City Park. The organization consists of a group of riders
from the Elk River region who have built and maintain tracks in Milaca and
are currently constructing a course in Monticello. Within the membership are
several contractors who have access to building materials and equipment and
experience in construction.
The group would like to construct an additional 5 miles of trails in the park
and has expressed a willingness to construct the parking lot near County
Road 12 and to provide location maps and directional signs for the trails. The
trails would be multi-use trails and could be used by walkers and skiers. The
• bike group is also interested in holding race events on the trails each year.
City staff has visited the Milaca trails and has found the trails to be sensitive
to the lay of the land, minimized erosion, required removal of brush only and
were well marked with maps and danger markers. From discussions with
Bob Mueller and Tim Dalton of the BLAST group and from visiting the
Milaca Park, staff believes the group to be well organized and capable of
building and maintaining the mountain bike trails at Hillside City Park.
As part of an approval of further trail building, staff believes it is important
to have the following:
1. To have the entrance gate moved further south in order to provide a
place for off-street parking.
2. A parking lot will be necessary near the front gate.
3. A park identification sign should be constructed
4. An overall trail map should be installed at major nodes along the trails
and the trails clearly identified.
5. Markers should be installed warning of dangerous turns or slopes.
6. A primary and secondary contact person should be identified
7. A regular maintenance plan should be outlined that clearly indicates a
4111 schedule of inspection and identifies who is responsible.

8. Park Volunteers should have approval from the Streets and Parks
Director prior to working in the park.
9. Work with the Planning Staff to ensure consistency with the Park
concept plans.

The Blast bike group is requesting:
1. THE COMMISSIONS ENDORSEMENT TO CONSTRUCT ADDITIONAL
MOUNTAIN BIKE TRAILS IN THE PARK.
2. TO HAVE THE ENTRANCE GATE MOVED FURTHER SOUTH IN ORDER TO

Hi Steve.
In my discussions with Tim I have mentioned the importance of developing
course that is at least 6miles of single track. Doing so will encourage
riders to come from a distance. If the trails are short they only encourage
local riders to use them. Please keep this in mind in presenting this to
the staff. I do feel that 80 acres is enough land to present a challenging
course of this length and the the topography with elevation and woods
presents opportunities to create a challenging and memorable course with
many technical switch backs.The terrain presents a course a course that
winds thru the hillsides, being sensitive to the terrain by not allowing
long straight runs that cause"channelized"erosion. In essence the trail
will weave and switch back through the terrain taking advantage of the
natural features, preserving all trees, cutting out only brush. 2 or 3
major climbs and descents up and down the northeast end of the park(the
areas with the most elevation)will be the signature trail sections of the
Ocourse.
Both Tim and myself believe that holding mountain bike events every year at
the park will keep the sport alive and well in the park. It can also
present a source of donations and funds to for purchases directly related to
the trails. The BLAST can build and design a trail through its Blast Big
Trail Program. This program gives riders the incentive to build trail and
get race fee perks in the process. These costs are differed to free entries
to trail builders. It work and is the way we get things done. We can
donate our time which is an immeasurable value, in turn we can hold events
and drive the interest in the done in Milaca and what we park
re presently doing in Monticello.at e have

Hi Steve.
In my discussions with Tim I have mentioned the importance of developing
course that is at least 6miles of single track. Doing so will encourage
riders to come from a distance. If the trails are short they only encourage
local riders to use them. Please keep this in mind in presenting this to
the staff. I do feel that 80 acres is enough land to present a challenging
course of this length and the the topography with elevation and woods
presents opportunities to create a challenging and memorable course with
many technical switch backs.The terrain presents a course a course that
winds thru the hillsides, being sensitive to the terrain by not allowing
long straight runs that cause"channelized" erosion. In essence the trail
will weave and switch back through the terrain taking advantage of the
natural features, preserving all trees, cutting out only brush. 2 or 3
major climbs and descents up and down the northeast end of the park(the
areas with the most elevation)will be the signature trail sections of the
icourse.

'3r oth Tim and myself believe that holding mountain bike events every year at
the park will keep the sport alive and well in the park. It can also
present a source of donations and funds to for purchases directly related to
the trails. The BLAST can build and design a trail through its Blast Big
Trail Program. This program gives riders the incentive to build trail and
get race fee perks in the process. These costs are differed to free entries
to trail builders. It work and is the way we get things done. We can
donate our time which is an immeasurable value, in turn we can hold events
and drive the interest in the done in Milaca and what we park
re presently ntly do ng in Monticelat we have
Monticello.
