The Commission approved a concept plan for Meadowvale Park on April 8,
1998. Since that time, the Commission reviewed a revised plan that included
wetland mitigation associated with the East Elk River project and the 7 Oaks
preliminary plat was approved adding additional park land and an access to
the north of the Park. At this time, no mitigation is necessary within the
Park. Since the concept plan was developed, 7 Oaks has been granted
preliminary approval which provides an access to the north of Meadowvale
Park and additional park land. Staff has prepared a Concept Plan for the 7
Oaks Park that conforms to the Meadowvale Concept Plan as approved on
April 8, 1998. With the additional access, the Commission may want to
consider deleting the southerly vehicular access shown on the Meadowvale
Park concept plan.
North Terrace Tot Lot
This is a small park located in the back yards of the North Terrace
Subdivision near the intersection of School St. and Holt Avenue. The Park
has a 10-foot street access between Lots 3 and 4, Block 1. A private shed
presently blocks the access. The play equipment in the Park consists of old

• tractor tires turned on end for tunneling through and climbing over. (Staff
prepared a videotape of the Park for the review)
Meadow Park Concept Plan
Meadow Park is a small city lot located near the corner of Evans and 2nd
Street, which is south of East Main Street. A concept plan was developed in
1998 after a neighborhood boy, Aaron Veek, wrote a letter to the Commission
requesting some park equipment. The Concept Plan consists of some
planting and a small swing and slide structure. The equipment is scheduled
to be installed this summer and will be located near the bottom of the hill and
as close to the east property line as possible so not to block the winter sliding
hill.
Lions Park Concept Plan
Changes to Lions Park this year consist of a new ball field, a tot-lot near the
band shell, and some additional peripherial plantings. The tot-lot is going to
be constructed this summer and will be located near the band shell and north
parking lot (See attached plan).

Please review and approve the park concept plans for the Master Park and
Recreation Plan with any recommended changes.
