1. Park in Trout Brook Farms
Bids were accepted for playground equipment, which should be installed by August
1, 2000. The barn will be moved within the month.

• Mr. Charest is in the process of restoring the site per the approved plan. The next
step is to evaluate the cost of acquisition and whether or not it is a worthwhile
pursuit.

Dear Ms. Ford:
Thank you for your letter regarding Deerfield 4 Park (the park with the big red slide).
I appreciate your interest in your neighborhood and in the plans for the park.
You asked several questions regarding the park and I hope to be able to answer
them for you. The park was built because the City has decided that when homes are
constructed, having a place for neighborhood kids to play is a good thing. Whenever
we have many homes constructed in an area, the City seeks to have land given to it
for parks. This gives kids in the neighborhood a safe place to play.
As you can see, the improvements that have been made to the park include: the
playground area, the large slide, the retaining walls to prevent the dirt from sliding
• down the hill, and in 1999, new grass was seeded for the play areas. I hope that you
have received the map I sent you. This shows the additional improvements that we
are proposing for the park. These improvements include repairing the play structure,
adding additional landscaping, changing the half-court basketball to a full-court
basketball area, and to determine if a fence or landscaping will help in the winter to
keep kids from sliding into Dodge Street.
The way changes are made in the parks is that staff proposes improvements to the
Park and Recreation Commission, they review these suggestions, and make
comments to staff, or add additional changes. We then try to have a neighborhood
meeting so that we can get suggestions from the surrounding neighbors before any
changes are made to the park. Once these changes are agreed to by the
Commission and the neighborhood, the changes are recommended to the City
Council, who makes the final decision.
You asked where the money comes from to pay for the changes. We have two
sources of money. The first source is the general fund budget. This is money that is
obtained from property taxes and each year, the City budgets for park maintenance
which covers a number of minor park improvements, like replacing landscaping,
doing repairs, etc. The other source of funds is the park dedication fund. For each
development that occurs, developers are required to either give the City land for
parks, or to pay a fee for parks. Depending upon the type of development that
occurs, the fees are different. For residential development for each home site that is
• created, the City receives $1,400. For commercial lots, the amount of money

received is $3,000 per acre, and on industrial lots, the fee is $2,000 per acre. This
money is then placed into a special account that is used for the development of
parks. We use the money for constructing trails, purchasing play equipment and
park shelters, and other improvements in neighborhood parks. How the money is
spent is decided upon by the Park & Recreation Commission and finally, by the City
Council.
You asked how long does it take to make changes. As with anything, priorities need
to be determined; for instance, the Park and Recreation Commission decides which
areas of the City need the most attention and those areas are changed first. Your
park has been identified as a high priority park which means that improvements will
occur within one to three years. Other parks in the City that do not see a lot of use
may not have improvements scheduled for six to ten years. Again, these decisions
are made by the Park and Recreation Commission and the City Council. However,
neighborhood input and requests are strongly encouraged by the Park and
Recreation Commission and can sometimes change the order of how things happen.
The amount of money available for improvements also affects when things can
occur. Not everything can happen all in the same year because we have limited
amounts of money to make improvements.
I read with interest the suggestions that you had for park improvements. Many of
your concerns have been discussed by the Park and Recreation Commission;
specifically, the sliding hill. The Commission is concerned that children do not end
up in Dodge Street when they slide down the hill. Your ideas for extra lighting in the
park and additional park equipment are very good and I am forwarding your letter to

the Park and Recreation Commission for their input.
Thank you for your interest in the City's parks. You are always welcome to attend
the Park and Recreation Commission meetings. They meet on the second
Wednesday of each month at 7:00 p.m. at City Hall. You are also welcome to
contact my staff or myself regarding any park issue at 441-7420. Thank you again
for your letter and we will include your concerns in future discussions regarding
Deerfield 4 Park.

Since our discussion yesterday, I have discussed the grading of the trail
entrance to Lafayette Woods, Outlot A with the City Engineer, Terry Maurer.
Terry and I determined that the trail entrance to Outlot A should be graded
to be trail ready. After the grading is complete, the center 10 feet of the 30
foot trail corridor will have a side slope of less than 2% with the remaining
grades blended to the adjoining properties. The remaining grades will have
slopes of about 15% and no walls will be required. When completed, the
finished grade shall be seeded or sodded.
• We appreciate your cooperation. Please notify the City staff once the
corrections to the grading are completed. The City will be signing the Outlot
as a City park or trail.

St. Louis Sportsman's Club
Staff has contacted Lee Market from the DNR Ecological Services in regards
to their future plans for the St. Louis Park Gun Club. Lee confirmed that the
DNR has first rights of refusal of the property and is interested in preserving
the natural amenities of the site. The DNR is also interested in some sort of
City/ State cooperation involving future planning and acquisition. The DNR
IIIwill be contacting the Commission in the future to update them on the DNR's
plans and provide an opportunity to further discuss the issues. Also, the
DNR has begun preliminary discussions regarding the relocation of the DNR
Sand Dunes Gun Club in part to the St. Louis Park Gun Club location as well
as to other private gun clubs.
West Twin Lakes Community Park
Ron Cox of the Anoka County Parks Department was contacted about any
potential issues or concerns that Anoka County might have if the City located
a future Community-Wide Park adjacent to the Twin Lakes County Park.
According to Ron, the facilities would enhance the existing park facilities.
Also, Anoka County has designated County Road 22 as a trail corridor that
would extend all the way to Wyoming, Minnesota.
