SUBJECT: Park Department Development Discussion
Mr. John Gurban of the Minnesota Park and Recreation Association, will be in
attendance at the September 13, 2000 meeting to discuss with the Commission the
development of a parks and/or parks and recreation department. Attached please find
the draft list of questions that were discussed at the August 9, 2000 meeting.
Chair Kuester and Vice Chair Peterson will assist in the facilitation of this discussion.

Park Department Inquiry Questions
Select communities of similar size for sampling. Will we select cities experiencing
growth or fully developed?
What are the functions of the department? Planning, maintenance, programming, land
acquisition. Are any of these functions within another City department?
How many employees are there? What is the ratio between supervisors and line staff?
At what point in their evolution did the City establish its department? What were the
catalysts?
What is the source of funding?
What does the Commission hope to gain by establishing a separate Park or
Parks/Recreation Department?
