Item #: lo.c.2. • �� City of MEMORANDUM Elk ,, Ri, River TO: Park and Recreation Commission FROM: Michele McPherso irector of Planning DATE: November 2, 2000 SUBJECT: Review Park Fees: Request The Commission is asked to consider recommendations regarding trail reimbursement policy, park facility use fee/deposit, and dedication fees for 2001. Attachments • Shelter Use Summary Report • Shelter Use Report, Community Recreation • 1999 City of Anoka Fee Schedule • • 1999 Survey Compiled by Anoka, Park Usage Fees/Deposits Trail Reimbursement Policy There has been much debate in recent months regarding quality control of trail construction and whether or not developers should be allowed to construct their own trails through subdivisions. After some discussion, staff would like to propose that the City continue using the current method, but that staff would provide a trail construction standard for the Commission's review and approval at the December meeting. This would then be implemented effective January 1, 2001. Park Facility Use Fee/Deposit There was much discussion at the October meeting regarding the fee and deposit levels proposed for the use of Woodland Trails Park. Currently, Woodland Trails is a park facility that is used primarily by school teams (cross country, skiing, biathlon) or large groups for fundraising events (Gitchi Gummi, Leukemia, etc.) Families typically do not use the parks for events such as family reunions due to the lack of a shelter in the park at this time. Another factor that limits the use of Woodland Trails is the fact that the use needs to be reviewed by the Commission. Based on the information gathered by Anoka, I would propose to the Commission that we consider the following: • 13065 Orono Parkway • P.O. Box 490 • Elk River, MN 55330 • TDD & Phone (763) 441-7420 • Fax (763) 441-7425 Memo to the Park and Recreation Commission November 2,2000 Page 2 • Resident Non-Resident Enclosed Park Shelters $40.00 $80.00 Open Park Shelters $20.00 $40.00 Schools: Resident School Non-Resident School Woodland Trails $200 annual fee $400 annual fee Other Groups (Biathlon, fundraisers, families, etc.): Woodland Trails $25.00 fee first 25 participants, $1.00 per participant after the first 25 plus a $100 refundable deposit Schools could provide "in-kind" services (grooming, mowing, other maintenance) in lieu _ of the annual fee, if the Commission so desired. Park Dedication Currently, the park dedication fees are as follows: Residential: $1,400 per lot ($1150 park, $250 trail) Commercial: $3,000 per acre Industrial: $2,000 per acre • Last year only the residential fees were increased. The industrial fees were established in 1999, at which time the commercial fees were increased. The CIP budget indicated a 5% increase in commercial and industrial fees every three years and a 5% increase in residential fees every year A 5% increase would increase the residential fee to $1,470. This appears to be a reasonable increase considering the demand for residential development within the community at this time Staff would not recommend increasing the commercial and industrial fees at this time. If the Commission's recommendation is accepted by the City Council, Michele Bergh has suggested notifying the users of the park shelters about the policy change as soon as possible.
