City of Elk River MEMORANDUM TO: Park and Recreation Commission FROM: Michele McPherson, Director of Planning DATE: December 13, 2000 SUBJECT: Reconsider Placement of Water Tower— East Elk River The Elk River City Council at its November 27, 2000 meeting, considered a request by Don Patten not to locate the water in Trott Brook Farms Park. Its direction to staff was to have the Park and Recreation Commission work with the Elk River Utilities regarding placement of the water tower (see attached City Council minutes). Bryan Adams, Elk River Utilities General Manager, has provided an update memo attached to this for your consideration. Consider Hiring City Hall Receptionist The city clerk requested council authorization to hire Julie Kragness and Katie Kill as secretary/receptionist for the city. She explained that the position would be job-shared by both individuals and that the hours would total 40 per week. COUNCILMEMBER FARBER MOVED TO HIRE JULIE KRAGNESS AND KATIE KILL AS SECRETARY/RECEPTIONIST FOR THE CITY OF ELK RIVER BEGINNING DECEMBER 4, 2000, AT PAY GRADE 5,STEP A, $10.36 PER HOUR WITH THE TWO EMPLOYEES JOB- SHARING THE POSITION. COUNCILMEMBER MOTIN SECONDED THE MOTION.THE MOTION CARRIED 5-0. 4.5. Reconsider Water Tower Site-East Elk River Director of Planning Michele McPherson indicated that staff recently received a letter from D.R. Horton objecting to the placement of the water tower in Trott Brook Farms Park. Mr. Don Patton, representing D.R. Horton, indicated that he received memos from staff to commissioners on the topic, but, as the developer, received no formal notice of the water tower placement. He indicated that the water tower is not compatible with the homes in the development and further stated that the homeowners have not been informed of the water tower. He indicated his objection and requested the council reconsider its decision to locate the tower in Trott Brook Farms Park. • Park and Recreation Commission representative John Kuester informed the council that the Park and Recreation Commission would like to review this issue and work together with the Elk River Utilities Commission regarding the placement of the water tower. He indicated that the Park and Recreation Commission feels they were given two unacceptable choices and had to make a decision between the lesser of two evils. COUNCILMEMBER DIETZ MOVED TO SEND THE ISSUE OF THE WATER TOWER PLACEMENT TO THE PARK AND RECREATION COMMISSION FOR REVIEW AND THAT THE COMMISSION HAVE A RECOMMENDATION BEFORE THE CITY COUNCIL BY DECEMBER 18. COUNCILMEMBER THOMPSON SECONDED THE MOTION.THE MOTION CARRIED 5-0. 4.6. Consider Hiring Cable TV Producer City Clerk Sandy Peine requested the council to rehire Kristin Thomas as the city's government access cable coordinator. COUNCILMEMBER FARBER MOVED TO HIRE KRISTIN THOMAS AS THE CITY GOVERNMENT ACCESS CABLE COORDINATOR EFFECTIVE DECEMBER 18, 2000,AT PAY GRADE 11, STEP A, $14.09 PER HOUR. COUNCILMEMBER MOTIN SECONDED THE MOTION.THE MOTION CARRIED 5-0. •
