Request
Please make a recommendation for park dedication requirements of a
proposal by Meadowvale Builders for Preliminary and Final Plat approval of
Meadowvale Townhomes.
Location
• General location: East of Meadowvale Road and north of the Burlington
Northern Railroad, NE 1/4, SE 1/, Section 29

Background
The applicant proposes to rezone the 10.72 acre property to Planned Unit
Development and get preliminary plat approval of a 27 unit townhouse
development. The proposed townhome development consists of 12 two family
units and one three family unit.
Presently the site is consists of scattered mature Oaks with a wetland
towards the east side/back of the lot.

Access
The proposal consists of two clusters of townhomes separated by a northern
natural gas easement, each with a separate private drive with access off of
Meadowvale road. The access points are offset from the southern entrance to
Meadowvale Heights subdivision.
Park Dedication Requirements
The site lies in Park Service Area 8 of the Master Park and Recreation Plan.
The area's park need are proposed to be met by Meadowvale Heights Park.
The concept plans for Meadowvale Heights Park include a walking trail
around a wetland, a play structure, picnic shelter, and an open ball field.
The Trails and Parkway Plan identifies a future trail running north-south
along the Meadowvale Road connecting to County Road No.l.
Resolution No. 95-97 stipulates that 10% of the undeveloped land be
dedicated to the city for parks, or a fee of$650 per lot or dwelling unit (to be
revised in March 1999) be paid to the city in lieu of land for residential
development.
Staff a cash dedication in lieu of land to satisfy the park dedication
requirements and that the developer be responsible for the development of a
bituminous trail along Meadowvale Road.
Recommendation
Staff recommends the Park and Recreation Commission recommend a park
dedication fee be paid in lieu of the 10% of the undeveloped land and that the
developer be responsible for the development of a trail along Meadowvale
Road. The amount of the fee will be determined at the time of final plat.
