Phoenix Enterprises Northbound
Crossings Preliminary and Final Plat

Request
Please make a recommendation for park dedication of a proposal by Phoenix
Enterprises for Preliminary and Final Plat approval of Northbound Crossing.
Location
Lot 2, Block 1, Hillside Crossing Five.

Background
The applicant proposes to plat Outlot A of Hillside Crossing into two lots.
The applicant is proposing a commercial development that includes a 11,226
SF Goodwill Industries store and a 2,685 SF Sherwin Williams paint store.
The site will have two driveway access points off of Evans Street NW and a
connection to the adjacent parking lots.
Pond Area
A pond area to the rear of the site will be fenced off from the commercial area
and left open to the residential area to the east. To accommodate truck

• traffic around the building, the west slope to the pond will be increased,
however it will still be less than 4:1.
Park Dedication Requirements
The site lies in Park Service Area 19 of the Master Park and Recreation Plan.
The area is presently being served by Hillside Estates Fifth Park, however,
the neighborhood is opposed to any park improvements. In the PSA-19, there
remains a need for additional neighborhood park land.
The Trails and Parkway Plan identifies a snowmobile trail running north-
south along the Highway 169 corridor.
Resolution No. 95-97 stipulates that 10% of the undeveloped land be
dedicated to the city for parks, or a fee of$2,000 per acre be paid to the city in
lieu of land for commercial properties.
The site is poorly situated for a neighborhood park, therefore, staff
recommends a cash dedication in lieu of land to satisfy the park dedication
requirements.
• Recommendation
Staff recommends the Park and Recreation Commission recommend a fee of
$2000 per acre in lieu of land.
