PRSR 03-10-1999 Pk./ --\ Item# 6 tYy of � MEMORANDUM lk RiverTO: Park and Recreation Commission FROM: Stephen Wensman, Planner March 10, 1999 SUBJECT: BMX Update Update On May 13,1998, the Park and Recreation Commission endorsed a plan to make Hillside City Park a "bike park" to conceptually include mountain bike trails and a BMX track on the dump site if feasible. Since that time, staff has met with Margo Foster and John Thompson of the BMX bike group to provide assistance and to gather information regarding their interest in the Hillside City Park location. Staff has also been providing updates to the Commission, the last one in July, 1998. The BMX group now has a gained a non-profit status and has been gathering membership and support over the winter months. The group had been discussing whether to be associated with the NBL (National Bicycle League) or the ABA (American Bicycle Association) and has chosen the ABA. The BMX group now has a concept drawing for the site and would like to present this to the Commission for discussion. From that trip several observations were made that should be considered when evaluating the proposal at Hillside City Park. These observations have been shared with the BMX group. Track Use • Open 2-3 times per week • Special events 3 times per summer and 2 in Fall. Membership also provides a vehicle for riders to advance their status in competition «>froin a local to a national level. The ABA has nearly 200 sanctioned tracks and 60,000 active racing members in 44 states. Many of the BMX racers who live in and around Elk River are already ABA members. This was a major factor in our selecting the ABA. Our volunteers have also been working to form community based partnerships with our police,the schools,city staff,civic organizations and other groups interested on the bike park. The results have been particularly positive from local youth,their families and Elk River business owners. We have also provided an addendum to this letter that includes: • answers to questions we think the Park and Recreation Commission may have regarding the BMX track and its operation; • what we need from the City of Elk_River to make the BMX track a success; • BMX track construction costs; • a sample of the ABA insurance coverage; ..::::a map.ollsde:Parkshowng,:the BMX track layout and parking spaces; March 10, 1999 Page 2 • • a listing of ABA member tracks in Minnesota;and • our action plan. I realize that we have given you a lot of information to consider—and we have a lot more including a short videotape on BMX racing. If you would like to see the video,I would be pleased to play it for you at a Commission meeting. The volunteers and I do not know where your priorities lie regarding various park developments in Elk River,but we hope that Hillside City Park is on the top of the list. Sincerely, Margo Foste President,Elk River Bike Park and BMX • • • Addendum • • QUESTIONS AND ANSWERS • • Whether or not to have a BMX site open to the public or for members only. It must be members only, if we are to obtain insurance coverage from ABA. • Whether or not to have special days open to the public for training, demonstrations and supervision. The bike park will encourage families to try out the track while incorporating safety instruction with no fee involved The police department would also get involved with periodic bike safety clinics. *Liability issues The ABA offers complete $1 million liability coverage 24 hours a day, 365 days a year for the track operator and land owner. (See addendum to this letter) *Parking 40 to 60 cars for small events and 275 cars for large events. Hillside City park can hold approximately 100 cars plus 80 near County road 12. *Fencing Two fences are recommended The first would serve as a security barrier around the perimeter of the property, keeping riders and other people off the track during unsupervised periods. This is a key element to preventing any type of liability. It also • helps reduce unnecessary maintenance and vandalism on the track facility. The other fence is utilized as spectator control fence. It should not be more than four feet tall and should be designed to keep spectators off of the track and infield We do not need it for the parking area. Lots of tracks exist in public parks with no fencing. It can, help with limiting our liability, but ABA will cover us either way. *Safety Concerns Helmets are required Bikes have to be regulation to be on the BMX track. This is one of the least injury ridden sports, and we can get you data on this if you require it St Michael has had two injuries in two years that have required ambulances. We will need a telephone on site; and fire,police and ambulance accessibility. ♦Concessions A soft drink bottler will often put up small building in exchange for us selling their product Food items can be very successful, such as hot dogs, sandwiches, candy, chips etc. Some civic organizations might be willing to contract with us to operate a snack bar, with them doing the labor and the track receiving a percentage of the sales. The concession stand could be our best source of revenue at the track. • HELP FROM THE CITY ID - -- Our organization wants to assist the Park and Recreation Commission in making this bike park a reality, but it will require the City's help as well. Things required of the City Things Elk River Bike Park BMX will assist with. -Lease agreement -Pay for lease agreement with City -Maintain walking and biking paths& -Maintain and create BMX track road entrance into the park -Bring in electricity and -Provide light fixtures and poles electrical lights -Pay monthly utility bills -Provide water near track -Water track periodically -Landscaping, outside track -Maintain portable toilets -Pay for monthly rental of toilets -Road signs -Provide dirt/fill for track creation -Provide earthmovers, bobcats -Provide starting gates -Provide fencing -Provide P.A. System -Provide bleachers • BMX Track Construction Cost Our organization has already received donations of in-kind work and materials to help with the construction of the track. The following information are cost estimates should we need to purchase items. Dirt: 1500 to 2000 yards. Ideally the track should be built above ground level. The dirt must have a clay content. It should pack into a ball in your fist, but it should be fine enough to be raked with a hand rake. $5,000 Equipment: 2 1/2 yard wheel loader, bobcat with a landscaping box, 2 - 5 ton roller. $ donated Lumber: For a two story scoring platform (10' 10'), registration building/snack bar building (not mandatory) $6,000 Electricity: Need a 200 amp power pole ($300 - $500 for pole and amp box only) $ 400 • Water: Water brought in from nearest access $ 500 Starting Gate: 6' x 28' steel mesh gate. $1,000 Gate Lights & Release mechanism: Fully computerized and voice recorded. Includes starting lights and magnet $1,000 P.A. System: For announcing the races. 20 amp with microphone and at least 4 speakers. $ 200 Fencing: A spectator fence between the track and the spectators. 4" chain link, could be"used" fencing. 6' chain link fence to cover the track and spectators (est. 300' x 500') $4,000 Track Lighting: Some type of night security light, mounted on either a building or a pole. Track lighting for night racing would be a nice to have, but not essential at this time. $5,000 • • Bleachers: Not mandatory, these would be aluminum or steel frame with wood seating. These would be made per code. Two to ten sets would be sufficient. Each set seats about 50 people, should not exceed 5 rows in height, this eliminates the need for railings and stairways. $2,100 Restrooms: Rental of two (men&women) portable toilets $ 500 • ABA INSURANCE All ABA tracks are required to carry liability insurance which is provided by the ABA upon approval of ABA sanctioning. The insurance coverage includes 1 million dollar spectator and participant liability, as well as public liability. The land owner and whomever else is involved with the property can also be listed as an additional insured on the certificate of insurance. Coverage is provided 24 hours a day, 365 days a year. This means coverage exists for those times when your track is not being used for a race. Organized practice sessions are included in the 24 hour coverage and do not require a sanction fee. The insurance fee equals $1 per rider to a maximum of $50 per race day. In conjunction with this coverage, each participant is covered with secondary medical insurance. All riders on the track, whether racing or just practicing, MUST be ABA members for insurance purposes. PART 1 -Liability insurance This portion of the policy covers the ABA track owners, operators, staff and additional insured during race activities, practices and during times that the insured may be held responsible for the premises. It is a liability coverage, not a medical coverage. Any accidents or injuries that might result in a lawsuit, or where the insured might be held liable, should be reported. The coverage includes injury to spectators and participants. LIABILITY COVERAGE $1,000,000 per occurance limit covering premises- No deductible. Spectator and participant coverage for losses where insured is legally liable. *Enclosed is a sample copy of the insurance certificate. PART 2 - Medical insurance This portion of the policy is only for ABA members that are participating in races or official practice activities on the track premises. The coverage is secondary and should only be utilized when the member either has no other medical coverage or the injury is severe enough that their primary medical coverage won't cover the medical bills. For coverage to be valid, a notification of accident must be sent to the ABA within 48 hours after the accident. This insurance comes with the ABA $35 Full membership or the $15 Temporary membership.
