Overview
The Commission directed staff to prepare a concept plan for Lion's Park to
determine what potential there may be for further improvements and
additions to the park. When staff met with Harold Gramsted and Jim
Mulroy of the Lion's to determine what issues or concerns they have
regarding the park. At that time the main issue had to do with maintenance.
A few of the shelters and the band shell had shingles missing from
vandalism, some of the lights were not working. Jim Mulroy spoke about the
need for a baseball back stop west of the lake.

Site Analysis
Accessibility The park is accessible from Jackson Avenue and from School
Street. Both accesses are poorly marked and the park is set back from the
roads behind other properties. The visibility from Jackson Ave will likely
worsen if and when development occurs along Jackson Street in front of the
park. The School Street access is tucked behind apartment buildings and a
church. The apartment buildings appear to be using this parking lot as it was
full on a spring day with no one using the park.
Screening The park vegetation is immature and does not screen the adjacent
• apartments, or industrial uses surrounding it.

• Vandalism The vandalism appears to be worse on structures that are
climbable. Better structure design incorporating greater height, larger eaves,
and more durable materials will likely lessen the damage.
Geese and pond bank erosion The geese like lawn areas adjacent to ponds.
By increasing the depth and variety of shore planting, the geese population
might be less and certainly the erosion of the pond shore will lessen.
Concept Plan
The concept plan identifies several locations for informal or formal baseball
fields or soccer fields could go (labeled A-C). The plan also identifies the
following:
• an additional volleyball court
• a pedestrian bridge and trail
• pond edge plantings to minimize the goose population
• additional screening surrounding the site
• additional shrub plantings to define areas of the park
Other improvement to the park might include adding more land to the park
along Jackson Avenue to improve site visibility and access. If development
along Jackson does occur, it will be important for the City to work with
developers to create good pedestrian access, to keep views of the park open
and to have new building architecture address the park properly.

Lions Park is a recently developed Community Park between downtown and the school
campus. The site is 34 acres of relatively flat and open land with the plantings still .
young. The pond is frequented by local waterfowl and is also becoming a popular fishing
spot. A music pavilion is also located in the northwestern corner of the park.
