Subject: Agenda items supplemental information
The following is a short summary of the agenda items for the August 20 meeting. More
detailed information will be provided verbally.
5.1 The Energy City Commission has received a$2000 grant for the Regional Indicators
Initiative in order to measure annual performance in the areas of Energy Water,Travel,and
Waste from 2007-2013.The price for involvement has increased from$3000 to$3500 but
now includes data for 2013. The City commitment will now be$1500.
The 2014 budget currently has $1000 for"Other Professional Services"available.The
remaining$500 can come from Travel and Training.This change will require a budget
amendment by the City Council in December.
5.2 The Energy City High 5 Program was started in 2010 to encourage businesses within Elk
River to participate in Energy City initiatives and goals. Interested businesses are required to
complete a number of tasks,with the option of completing other tasks to increase their
score. Each task is given a certain amount of points and businesses can achieve one of three
levels (Single,double,or triple High 5). Each level provides the business with unique
rewards.Please see the attached High 5 Packet for more information.
The program is fully formed for businesses and Faribault Foods was awarded with a plaque
in 2011. Staff would like to aggressively reinstate this program and also revise the program to
include individual households as well.This program is a Priority Action Step on the 10-year
Energy City Action Plan.
7.1 The 10-year Action Plan was recommended by motion by the Economic Development
Authority on July 21,2014 with the following conditions:
• The Action Plan be reviewed annually in place of biennially by the ECC.The Action
Plan will also be reviewed by the EDA at that time.

• A9 was changed to"Contract with a bike share business"instead of"Contract a bike
share business"
• B3 was changed to"Provide training to 10 businesses(owners and employees)
instead of"Provide training to 10 business owners and employees".
With the previous changes,the City Council approved by motion the passage of the Action
Plan on July 21,2014.
7.2 Energy City Commission members and Economic Development staff attended the
Demonstration site tour for the Special Meeting on July 16. Sagstetter and Mroz gave a brief
presentation at the Environmental Learning Center which included a tour of the Landfill
gas-to-energy plant at the Elk River Landfill.We also toured both the Great River Energy
Resource Processing Plant and the Energy Recovery Station.
7.3 The City Council approved a quote from Great Northern Landscape,Inc. for the Library
facility grounds improvements on August 4,2014.These plans included removing the rain
garden in the parking lot island and altering the rain garden on the north edge.
Staff prepared a memo and met with Finance,Library,Parks Maintenance,and Parks and
Recreation Staff on August 8,2014. Environmental staff is concerned that removal and
alteration of the rain gardens will decrease the interest of using the Library as a Gold LEED
certified demonstration site.The Library has already removed and/or does not participate in
a number of qualifying actions for the LEED certification.
