4.3. SR 08-18-2014 City of Elk - Request for Action River O. To Item Number Mayor and City Council 4.3 Agenda Section Meeting Date Prepared by Consent August 18, 2014 Michael Hecker, Parks and Recreation Director Item Description Reviewed by Bailey Point Nature Preserve Parking Lot Cal Portner, City Administrator Reviewed by Tim Simon, Finance Director Action Requested Approve,by motion, an asphalt parking lot, road entrance, and 105' trail entrance at Bailey Point Nature Preserve. Background/Discussion Paving of the current parking lot, current road entrance, and an entrance trail was identified as a priority at the July 9, 2014, Parks and Recreation Commission work session. The discussion occurred during the master plan review for Bailey Point. The Commission recommends paving the parking lot and road entrance into the park for aesthetic and maintenance reasons. It was also discussed that a trail head entrance be installed to lead people from the parking lot into the park. A paved parking lot will decrease overall park maintenance during the winter/early spring months. During the post-winter season, staff and volunteers spend many hours cleaning up and replacing parking lot stone that was removed from snow plowing. Financial Impact $26,000 project cost paid with proceeds from recent park donations ($15,000) and the remainder from the Park Improvement Fund.
