Background/Discussion The zoning for the subject property is R-3 which has established lot sizes for single family homes. The minimum lot width is 80 feet and minimum lot size is 12,000 square feet. The proposed lot configurations for the Fifth Addition (50' & 60'x 96.25) are not consistent with the R-3 zoning. There are two options to resolve this issue. The applicant can plat the Fifth Addition with fewer lots that meet the ordinance requirements or have the fifth and sixth additions rezoned to a Planned Unit Development (PUD). Rezoning was not part of the original application, so in order to move forward with the plans as proposed,the Planning Commission postponed action on the item so the applicant could submit a rezoning application. The applicant has submitted a request to rezone the property to Planned Unit Development. Staff conducted a thorough site plan review on July 8, 2014 and has the following comments: Utilities 1. Please provide drawings on how the proposed detached units are to be hooked up to the city sewer and water system and how existing systems will be abandoned,if applicable. 2. According to 30-418, (2) Easements shall be provided along each side of the centerline of any watercourse or drainage channel,whether or not shown in the comprehensive development plan,to a width sufficient to provide proper maintenance and for stormwater runoff for the designed storm event determined by the city,but such easements shall not be less than 20 feet in width. The ponds on Khever Lake Fields 5`h Addition are not designated wetland so I agree that the easement should at least stay as it was platted for the townhomes (at least 20 feet.) I propose a minimum of 45-foot drainage easement around all wetlands at Natures Edge Business Center 2"d addition, as per our City Code 30-1852 that requires a 25-foot Wetland Buffer Strip and an extra 20-foot Wetland Buffer strip setback which does not allow structures,principal or accessory. Creating the 45-foot easement will let potential developers plan accordingly. The West Oaks 6`h Addition should also include a 45-foot drainage easement surrounding the wetland in between the planned townhomes and single family homes. The current easement does not include the minimum 20-foot easment and should be altered to include the 45-foot drainage easement per the wetland ordinance 30-1852.
