Background/Discussion
On February 10, 2014, Eric Haehn,President and CEO of Gradient Technologies, sent the attached
letter requesting`No Parking' signs be installed from his business entrance to a 100' east past his mailbox.
Since the ground was frozen, staff elected to paint the curb yellow 25' on each side of the entrance to
identify it as a no parking zone and allow access for normal mail and freight deliveries. This has not been
successful in preventing employees from surrounding businesses from parking in that area.
On August 5, 2014, Gradient Technologies again contacted staff for assistance with this issue. The
increased parking congestion from other businesses and the school compromise traffic flow and increase
safety concerns, specifically,
• Freight delivery/pick-up is challenged when maneuvering in and out of business entrances.
• Postal service is impacted when vehicles are parked too close or in front of a mailbox.
• Snow plow activities are impeded by the narrow passageway and inability to plow curb to curb.
• Emergency and fire access is restricted when vehicles are parked on both sides of the street.
Staff recommends installing`No Parking' signs the entire mailbox side of Industrial Circle as a remedy.

RE; Street Parking on Industrial Circle
Dear Members,
Gradient Technology has sufficient parking to accommodate our employees and any visitors to
our facility. However, not all of the surrounding businesses/school are in the same position.
Many of their employees/visitors need to park on Industrial Circle, including both sides of the
street and encroaching on the entrance to our facility. This situation is made worse during winter
months when the snowplowing is not done curb-to-curb.
It is becoming increasingly difficult for semi trucks to make deliveries and pickups at our
facility. On occasion entrance cannot be made due to the congestion caused by the street
parking.
Therefore, we request that the Council order"No Parking" signs to be installed that will prohibit
parking, on Industrial Circle, starting on the East side of our driveway and continuing East past
our mailbox. This is a distance of approximately 100 ft. Although not an ideal solution, it will at
least allow us to conduct our business.

A Resolution of the City of Elk River Relating to the Establishment of
Parking Restrictions on Industrial Circle
WHEREAS, the City of Elk River has received complaints from business owners about
limited parking spaces in the Industrial Park area•, and
WHEREAS, this limitation has negatively impacted their business operations as well as
postal and freight deliveries and pick-ups; and
WHEREAS, this limitation has prevented plow operators from being able to plow curb to
curb at least on one side of the road; and
WHEREAS, this limitation impedes emergency and fire access; and
WHEREAS, the City of Elk River desires to establish certain parking restrictions,pursuant
to authority in City Code Section 74-96, on said existing road to minimize traffic blocking
conditions and address impacts to vehicular access due to on street parking of vehicles.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk
River,Minnesota, as follows: The city shall prohibit the parking of motor vehicles on the
mailbox side of Industrial Circle.
