2015 Brand Plan Implementation Budget
At the time of the budget discussions we didn't know about the public art installation timelines and did
not have a completed RFP for this project. This means, we need to confirm one of two options to move
the brand budget item forward:
1. Take the public art installation project out of the 2014 Brand budget of$16,500 as follows:
a. 25-50% paid to the artist for upfront costs for materials which is potentially$6000
b. Request a budget transfer in 2015 to pay the remaining payout to the artist of$6000
and $5000 (est)for the installation costs
2. Increase the proposed 2015 brand budget from $10,000 to $14,000 (which is dependent on the
25—50% payout schedule)which would go towards the remaining public art installation and
would streamline the budget process as there would not be a need to do a budget transfer to
pay the additional public art installation project and installation costs.The$14,000 would cover
the$6000 final payment to the artist and the $5000 installation costs.
If future maintenance is not needed to be completed in 2015 then, the $3000 would go towards other
items that support the ChandlerThinks Brand Study and the PbyN brand:

Design work, content and printing of the annual Community Profiles—the cost has not changed from
2014.
Advertising $12,000
The Advertising budget has increased by$1,050 due to new initiatives and a more focused approach in
trade industry advertising. Due to the elimination and additions to financial incentive programs the EDA
offers,the Business Tool Kit and the Restaurant Tool Kit marketing brochures, will need to be revised
and reprinted. Also the proposed Copywriter, an independent contractor, will help with creating more
"call to action" ads that will be published in trade industry magazines. The city is interested in recruiting
a Tap Room, so we have added marketing options for this particular industry.
ECM Publishing $1,000 end of year report and manufacturing week event(s)
Conway Data/Site Selector $4,000 2 publications which will reach over 100,000 print

The direct mailings will be for annual Holiday cards, manufacturers week event(s) and a new broker
event. The cost has not changed from 2014. Direct mailings are good to help inform attendees to be
looking for Elk River's booth at upcoming trade shows and to check us out for a chance to win a nice
prize and most people are inundated by emails so direct mailings are effective to get businesses
attention. The new Broker Event will be an opportunity to partner with local cities, banks, and the
chamber on an event to help promote Elk River and the available financial incentives it offers. It can also
be used to received Continued Educational credits if the EDA partners with MNCAR.
Business Retention Expansion Visits $ 800
This will include local Familiarization Tours via the Positively Minnesota Marketing Partnership (PMMP).
The PMMP is a special group of professionals who support the vision of promoting the Minnesota brand
to corporate real-estate executives and site selection consultants involved in expansion and relocation
decisions.The budget has not changed from 2014.
Promo items $9,000
There is a $300 increase over 2014 due to more trade show appearances, upgrades in giveaways to
include an iPad for the purpose of obtaining business cards and to put together city welcome bags which
will be handed out as a thank you.With the increase in trade show opportunities there is a need to
order more items and to have a more targeted strategic approach that will attract more people to the
trade table serving to stand out from the crowd. New items for 2015 include Wad and city welcome
bags.
Special Events $8,000
There is a slight increase over the 2014 budget due to adding a new Broker event. Special events
proposed for 2015 include: Energy City Business of the Year, Manufactures Week events—"Dream it Do
it" tours, Business Roundtable event(s) specific to manufacturing, Elk River Business Expo, and a Special
4th of July photo contest.

There is a proposed reduction of$1,000 due to the elimination of the Ehlers conference which is now
Springsted and a cost adjustment for the MNCAR expo.

LoopNet is a property marketing program similar to ZoomProspector but has more features to help
market/promote EDA owned property. There is$2,550 allocated for a new sign and/or an upgrade to
existing signage.

The EDA is considering joining the Positively Minnesota Marketing Partnership (PMMP)which means
staff will be notified of upcoming trade shows and will be able to attend the shows as a member of the
Minnesota delegation. The budget reflects a $5,000 increase due to the PMMP which leads to more
trade show and lead generation opportunities. The benefits of joining the PMMP allows the EDA to help
influence Minnesota's economic development marketing strategy, increase the EDA's visibility and
incorporate the marketing partnership into our local and regional marketing plan.

DEED Shovel_Ready Certification $6,500
Two certifications-one for Nature's Edge Business Park and one for Northstar Business Park. Shovel-
ready sites certify that the most time-consuming technical and regulatory aspects of development are
already complete. Certification gives communities a competitive edge by making the sites more
attractive to companies and site-selection consultants looking for locations for business startups,
expansions or relocations.
2015 Dues/Subscription Budget

The Dues/Subscriptions budget has increased almost$300 from 2014 due to additional memberships to
MNCAR and IEDC(International Economic Development Council).These memberships will bring more
access to rea Ito rs/brokers/developers along with increased networking and educational opportunities
and access to informational publications and switching from a Finance and Commerce subscription to
the Minneapolis/St Paul Business Journal.
