We now have approximately one mile to add to the city M'.A system and it is appropriate to add this mileage in order for the city to rec:ive the maximum amount of annual MSA construction and maintena ce funds. These funds are allocated out based on the amount of designate• MSA miles within the community, and the amount of MSA mileage within a community is based on the amount of total roadway miles within the city. Acco dingly, as new developments come on board, the city has more MSA • mileage a ailable. The additional MSA street recommended to the City Council is consistent with the transp•rtation plan. The routes are somewhat flexible until you have spent MS A money on an MSA street. Once this happens the designation cannot be emoved. Certain standards have to be met for MSA designations such as be:inning or ending at state highways, existing MSA connection points, or i ounty roads. The recommended route on 165th Avenue meets the MSA crite,ia. Attached for your information is the MSA map for the city, a memo from our city engin:er consultants, and two resolutions for City Council consideration. Box 490 Elk River, MN 55330 RE: MUNICIPAL STATE AID REVOCATIONS AND DESIGNATIONS Dear Council Members: Recent development activities in the City have left the Municipal State Aid System with 0.96 miles of available Municipal State Aid designation to put on the City's system. • It is to the City's advantage to maximize the number of City streets that are designated as Municipal State Aid routes, as the amount of Municipal State Aid Construction and Maintenance funds is based on the miles of streets designated. Currently, the City has 24.54 miles of streets designated as Municipal State Aid routes. As has been the practice in the past, we are recommending that the designated route follow the City's Transportation Plan. Specifically, we are recommending designating a route that initiates at the intersection of Trunk Highway (TH) 10 and 165th Avenue to a point 1.06 miles east along 165th Avenue. This route connects TH 10 via 165th Avenue to Route F of the Transportation Plan. Route F was designated as an MSA route in 1997 and extends south along Fillmore Street from 175th Avenue to 165th Avenue, then east to Jarvis Street, then south again to TH 10. This route designation will require 1.06 miles of Municipal State Aid designation. To accomplish this, we are recommending that the two segments of Baldwin Avenue between 5th Street and 3rd Street, and 3rd Street and Main Street be removed from the State Aid system and re-designated in this area. This route is scheduled to be reconstructed this year as a part of the Eastern Area Phase I Improvements without the use of Municipal State Aid dollars. If this route remains on the Municipal State Aid System, construction funds will be lost because of the upgrade of the street. The reason we picked Elk River to reside in is because of • the natural settings of forest area and wildlife that are in the area. The concept plans reference the city Master Park and Recreation Plan which outlines goals and objectives for park land. As the concept plans have been created, the Park and Recreation Commission have invited neighborhoods to review the concept plans. The Hillside Estates Fifth Addition Park concept plans were created in March and the neighborhood was invited to review them on April 8th. At that meeting, • approximately 10 residents were in attendance and the comments regarding the concept were favorable and supportive. At the November 24, 1998 Park and Recreation Commission meeting, four residents of Hillside were present to submit a petition with 41 signatures and three spoke in opposition to the concept which included playground equipment and basketball court. Presently, the concept design for the Hillside Estates Fifth Addition Park will remain unchanged until the city has secured other park property for the neighborhood or funds to appropriate towards park improvements. At that time, the city will again assess the need for park improvements and will refine any park plans. The neighborhood will be informed and included in the process to further refine or change park plans. The Park and Recreation Commission have accepted the petition in opposition to the present concept plan for Hillside Estates Fifth Addition Park as public record. The existing policy of no motorized vehicles on any Ridgewood Association Park and Trail system, (ski hill, outlots, trails) has been abused. The Ridgewood Board strongly urges all neighbors to stop the use of motorized vehicles on Ridgewood Association Park and Trail System. Also, the City of Elk River, will cite operators of motorized vehicles on the City Park and Trail System. This reminder will be sent to all neighbors in Ridgewood. This is the park area around the water-tower, off of Auburn and 196th (NW). Residents of my neighborhood and I have met with the Park Commission several times over the past two years, and to date,we do not feel like our voices are being heard. Bond issues in Elk River, involving further developing the parks, have been defeated twice in the last two years. In addition, we have presented the Park Commission with the enclosed petition, essentially signed by everyone with property near the Auburn and 196th • park area. Despite this overwhelming negative response to the Park Commission's plans to urbanize our parks, they tell us that they know what is best and that what the neighborhood wants to do with its neighborhood park is irrelevant (see enclosed response letter from the Park Commission). What the neighborhood wants done with the park is: as little as possible. We value Elk River's rural setting and we don't want an urban playground in our park. We want open green space. Since this is what the public wants, and it is much less expensive than the Park Commission's urbanization plan, we can't understand why they won't listen to us. I hope you will listen to us.
