SUBJECT: CONSIDER ACQUISITION OF PARK
LAND ADJACENT TO THE
MISSISSIPPI RIVER IN
SECTIONS 10 & 11,T32N, R26W
Staff has been directed by the Elk River City Council to have the Elk River Park and
Recreation Commission consider the acquisition of two parcels of land adjacent to the
Mississippi River for park and trail purposes. The property identification numbers of the
two parcels are 75-010-4100 and 75-011-2300. The two parcels combined are 8 acres in
size.
A map and aerial photo of the parcels are attached to this memo. The area outlined on the
photo has had the trees removed recently, but staff still feels this naturally significant and
sensitive property will still meet numerous park needs identified in the City of Elk
River's Master Park Plan.
Staff's rationale for recommending acquisition of these parcels are based on the
following references to the city's Master Park Plan:
• Goal 1 -page 5 -maintain open space
• Goal 2 -page 6 -maintain a trail system(link in proposed river walk) and provide
active and passive recreational opportunities
• Goal 3 -page 6 - Develop,preserve, and protect environmental resources such as
shoreline and to restrict alteration of natural contours and soils and restrict removal of
natural vegetation
• Goal 4-page 6 - Reserve through purchase, easement, or dedication public access to
waterways
• Area Wide Park-page 88 -the parcels in question fit the purpose of an Area Wide
Park,which is an area of natural or ornamental quality for nature oriented outdoor
recreation such as picnicking, boating, fishing, swimming, camping, and trail use
• Park Service Area 28 -page 106 -the Park Service Area these parcels are located in
(PSA 28) calls for a trail along the river with significant associated green space
• Proposed Park Plan-page 110 - calls for an Area Wide Park in the southeast portion
of the city along the Mississippi River

• Priorities -page 120 - a community survey revealed a significant portion of the city's
• population supports the acquisition of land for park development along the
Mississippi River(65%)
• Natural Resources -page 121 -protection of natural resources such as rivers is an
important objective
• General Priority Areas - Trails -page 123 - development of a trial with significant
associated green space along the Mississippi River
• General Priority Areas -New Parks -page 124 - establishing an Area Wide Park
along the Mississippi River in the southeast portion of the city to protect sensitive
natural resources while providing park opportunities
Staff feels that the parcels in question fit perfectly into the city's overall park planning.
