Location 20015 Elk Lake Road, Elk River, MN, (SE 1/4 of Section 20) • Zoning/Land Use R1a (Single Family Residential) / OS (Open Space) Attachments • Location map • Proposed land exchange • Site plan Overview The Elk River Country Club, located directly south of woodland trails park, is requesting a land and easement exchange with the city to accommodate the golf course master plan which includes the construction of a new maintenance building and service drive off of the Woodland Trails Park road. In exchange for 1.2 acres of park land located adjacent to County Road 1 and the old Nord House, the Country Club will give to the city 2.82 acres located between the City Railroad Trail and Top of the World Park. The land desired by the Country Club is of little use to the Park except to provide a better sense of entry into the park and to provide a buffer from the golf course. The Elk River Country Club also proposes an exchange a 2.83 acre easement over park property for use by the Country Club in exchange for an easement over 8 acres of golf course property for park purposes. The easement over the park will contain a portion of the existing driving and some additional land surrounding the range. The easement over the Country Club property will contain wooded land with trails now used for park purposes. When the city began developing Woodland Trails Park, the golf course had been utilizing a portion of the park land for a driving range. This use of park property was allowed to continue as it had little effect on the park use and the golf course has been a cooperative neighbor by allowing the use of golf course land for park use (ski trails, etc.). The easement exchange will legitimize the existing uses of the park and golf course on both properties. Country Club Master Plan The land and easement exchange are being requested to accommodate the Country Club master plan. This plan includes the construction of a maintenance building on land east of the driving range with a service drive to • the Park entrance drive (on park property) and to construct a larger driving range tee and several practice tees and greens. The proposed location of the maintenance building was chosen because of its somewhat hidden location, better proximity and access to the golf course for mowing and maintenance and greater separation from golfers and high use areas. Issues Several issues have been raised in response to this proposal including: • Is it appropriate to allow service vehicles and golf course employees use of the park entrance drive? • Who would be responsible for the maintenance of the park entrance drive? • Who would be responsible for security of the service road and maintenance building if it connects to the park entrance road? • Can the entrance drive support the type of delivery vehicles that service the Country Club? • Would the increased traffic endanger the pedestrians and bicyclists using the entrance drive or disrupt enjoyment of the park? • Would the beauty of the park be compromised by having a service road cut into the hillside located directly in view when entering the park? • \\el kriver\sys\shrdoc\planning\stevewen\parkmmo\erccprop.doc Memo to Park and Recreation Commission/GP 99-7,CU 99-23 June 9, 1999 Page 3 111 • Would this location, even with a sign and gate, be confusing or enticing for a park user to enter the Country Club property (the gate would be open during golf hours). Staff presented several options to the Country Club that would keep the maintenance building in roughly the same area as it is now and eliminate the many issues being discussed. After meeting with the Country Club representatives, a third location for the maintenance building was identified, which is to the south of the main parking lot near County Road 1. Staff believes an alternate location for the maintenance building can be found that has less impact on the Woodland Trails Park and still serve the long term needs of the Country Club. Staff is in support of a land exchange of land near the entrance Woodland Trails Park for land near the City Trail and in support of an easement exchange to legitimize the golf course use of city land and park use of golf course land. Master Park and Recreation Plan The two issues highlighted by the Master Plan that should be considered with this proposal include the potential East/West Collector Roadway and the sensitivity of the proposal to the natural amenities of the park. • The East/West Collector would fall entirely on City Park property and would impact the park whether or not the land and easement exchanges occur. The proposed service road to the proposed Country Club maintenance building would be located in a prominent position along the entrance road and disturb a large hillside that provides a natural buffer and blocks views to and from the golf course. The location of the service road would conflict with the ski club and high school cross country team's use of the park. The proposed easement exchange would not likely impact the park since the city retains ownership and control of the area for screening. The easement document should be written to limit use to the driving range and mowing. Any regrading of the area should be allowed with permission of the City after review by the Park and Recreation Commission. Approval of the land and easement land exchanges 2. That an alternate location be utilized by the Country Club for the maintenance building to minimize the impacts on the park.
