Background/Discussion
Representatives from Bolton&Menk Inc.will be prepared to make a presentation of this study. Upon
hearing of the findings,the City Council is asked to approve the report.
Staff will be prepared to take further direction as it relates to next steps toward implementation of the
improvements. This includes taking direction on formal negotiations for property acquisition to facilitate
the improvements.
Financial Impact
No expenditures above previously approved engineering fees are required with this action. This
improvement project is not included or budgeted in the current 5-year Capital Improvement Plan.

Yale Street/Street and Utility Improvements
INTRODUCTION
The proposed Yale Street connection has been studied thru previous planning efforts and the 171St AUAR
which was completed in 2011. The goal of this report is to identify the improvements,prepare
construction cost estimates and identify right-of-way impacts.
Public Improvements include the following:
• Bituminous Street
• Concrete Curb and Gutter
• Concrete Sidewalk
• Watermain
• Sanitary Sewer
• Storm Sewer
• Ponding
• Turf Restoration
• Striping and Signage
SANITARY SEWER
The existing sanitary sewer is located within a utility easement on the Greater Minnesota Credit Union
Property. As per the City's 171St Avenue Area AUAR,a I0-inch diameter polyvinyl chloride pipe (PVC)
will be extended south to the proposed future Trunk Highway(TH) 169 intersection. See Figure 1 in
Appendix A for the proposed layout. Sewer depths range from 10-22 feet deep. 6-inch sanitary sewer
services are proposed for nine (9)existing businesses and three (3)future businesses on the southerly
portion of the project.
WATERMAIN
The existing watermain is located in the TH 169 westerly ditch between the Greater Minnesota Credit
Union and Super America. The existing water is a 16-inch diameter pipe. As per the City's 171St Avenue
Area AUAR, a 16-inch diameter ductile iron pipe (DIP)will be extended south to the future TH 169
intersection. See Figure I in Appendix A for the proposed layout. 2-inch diameter watermain services are
proposed for the nine(9)existing businesses and three(3) future businesses on the southerly portion of
the project.
In addition to the mainline improvements along Yale Street. Per the City's 171St Avenue Area AUAR, an
8-inch watermain will be extended beneath TH 169 for looping purposes.
STORM SEWER AND PONDING
The existing storm sewer for the Yale Street area consists of a pond located on the First Storage of Elk
River,LLC property and a pond located northwest of the Yale Court cul-de-sac. These ponds outlet to the
Mississippi River. The proposed improvements consist of a storm sewer conveyance system with pipes
ranging from 12-18 inch diameter pipes. Ponds are proposed on the southerly portion of the
improvements,on the Appletime Child Care property and the expansion of an existing pond located
northwest of the Yale Court cul-de-sac. The pond expansion will include the need for additional property
from the lot owned by Elk River Ford,Inc. Figure 2 in Appendix A identity the improvements.

STREETS
Street Improvements will begin at Yale Court and extend south approximately 3,200-feet south to the
future TH 169 intersection.Figure 2 in Appendix A identifies the proposed layout. Roadway width is
proposed to be 38-feet face of curb to face of curb. The improvements also include a 6-foot wide concrete
walk,B618 concrete curb and gutter,bituminous surfacing and roadway connections at 170'Avenue
Northwest and 167'Avenue Northwest.The typical section can be found in Appendix A.
PERMITS
Permits will be required from the following agencies:
• Minnesota Department of Health(Watermain)
• Minnesota Department of Transportation(Drainage and Work Within the Right-of-Way)
• Minnesota Pollution Control Agency(Phase II General Stormwater Permit for Construction
Activities)
• Minnesota Pollution Control Agency(Sanitary Sewer)
RIGHT-OF-WAY IMPACTS
Figure 3 in Appendix A identifies right-of-way impacts. In total,252,277 square feet(5.79 acres)of
property are required to be secured as City right-of-way. The two(2)largest purchases are the lots owned
by Elk River Ford,Inc. (Vacant and 1.45 acres) and the property owned by the Specht,Doris,Edwin and
Erwin Trust(Vacant and 2.12 acres).An additional 52,691 square feet(1.21 acres)are needed for
temporary grading.
In addition to the above,the Minnesota Department of Transportation(MnDOT)will have to approve
turning over MnDOT right-of-way along the west side of TH 169 from the north side of 167'Avenue
Northwest to 670-feet north. The width required is 66-feet. Total area is 44,240 square feet(1.02 acres).
ESTIMATED COSTS
Proposed construction costs for the Yale Street- Street and Utility Improvements include:
• Bituminous Street
• Concrete Curb and Gutter
• Concrete Sidewalk
• Sanitary Sewer
• Watermain
• Storm Sewer and Ponding
• Turf Restoration
• Striping and Signage
Appendix B identifies a preliminary cost estimate that includes estimated quantities and unit prices. The
cost estimate includes a contingency factor of 10%to account for any elements of construction that are
unknown at this time.They also include indirect projects costs of construction such as engineering,legal
fees, administrative costs,and bond interest which together are estimated at 15%of the project
construction cost.The total project cost is estimated at$2,320,347 and is based on current public
construction cost information.

The City should anticipate costs in the range of$4.00- $6.00 per square foot(SF)for the purchase of
right-of-way. $0.50 -$1.00 per SF for temporary easements.
No costs have been included for purchasing right-of-way or temporary easements.
FUNDING
The City proposes to utilize Municipal State Aid(MSA)Funds for the street and storm sewer costs.This
cost is estimated at$1,458,901.
The City proposes to utilize Sewer and Water Trunk Funds for the sewer and watermain oversizing and
watermain looping. This cost is estimated$340,054.
The City proposes to access the sewer and water portion of the project to nine (9)existing businesses and
three (3)future lots. The sanitary sewer assessment is estimated at$21,924. The watermain assessment is
estimated at$21,526.
RECOMMENDATIONS
The improvements that are recommended in this report will meet the City's needs to provide streets and
utilities to the Yale Street extension area. They are also consistent with the City's 171St Avenue Area
AUAR.
From an engineering standpoint,this project is feasible,cost effective and necessary, and can best be
accomplished by letting competitive bids for the work. We recommend that this take place after securing
necessary right-of-way and temporary easements from private property owners and MnDOT.
