I. Call Meeting to Order
Pursuant to due call and notice thereof, the meeting of the Elk River Energy City
Commission was called to order by Sagstetter at 8:30 a.m.
2. Pledge of Allegiance
Sagstetter led the Pledge of Allegiance.
3. Consider Agenda
Moved by Westgaard and seconded by Sayler to approve the June 18,2014
Energy City Commission agenda.
4. Consider March 19, 2014 Minutes
Hoskins noted his first name was misspelled.
Moved by Westgaard and seconded by Sayler to approve the April 16,2014
Energy City Commission minutes.
5.1 Action Plan Review
The Visionary Subcommittee presented the 10-year Action Plan to the Commission.
With the addition of a clause stating that the Action Plan will be reviewed biannually
and any updates, changes,or omissions will be put in place with the approval of the
Commission.
Mroz, and any commission members will plan to present the 2024 Action Plan to the
EDA and the City Council for approval on July 21,2014.
Moved by Tanaka and seconded by Chuba to approve the 2024 Energy City
Action Plan. Motion carried 8-0
5.2 Participation in Regional Indicators Initiative
The initiative measures a City's annual performance metrics for energy,water,waste,
and transportation. Results highlight opportunities for new efficient and sustainable
projects. The projects can then be implemented into the 2024 Action Plan.The data
is also used as a baseline in order to monitor our performance in the future.
A scholarship is currently available for City's interested in participating. The overall
cost of the Initiative is $3,000,with a$2,000 scholarship available. Discussion
pertaining to the overall necessity of involvement was held,with the final decision to
apply for the scholarship, at which time we can decline the funds if necessary. If the
scholarship is not received,the commission will undergo an evaluation of the project
in order to decide if$3000 should be spent for involvement.
Tanaka will investigate more about the Initiative.
Moved by Westgaard and seconded by Chuba to apply for the Regional
Indicators Initiative grant and pay the $1000 if received.
5.3 CERTs Guaranteed Energy Savings Program
Discussion involving the effectiveness of the Guaranteed Energy Savings Program
(GESP) was held. GESP has been discussed in the Commission in the past,with no
outcome. Commissioner Tanaka had reservations on the timeline of the project and
agreed to find more information regarding the program. No decision was made on
future participation in the program.
5.4 2015 Budget
The 2015 Budget has been submitted. Staff Barnhart gave a brief review of the
budget process.
6. Next Meeting Agenda Items (July 16, 2014)
Mroz suggested that the July Commission meeting be considered a special meeting
so that interested commissioners may participate in an Energy City Demonstration
Tour. Mroz gave a brief overview of possible destinations. Commissioners decided
to tour the Haubenschild Farms as well as the Environmental Learning Center. Mroz
will produce an agenda and schedule tours.The Tour will start at 8:00 a.m. at City
Hall.
The commission would like to discuss the Regional Indicators Initiative Grant
further.
7.1 Announcements —Technology Updates
Mroz updated the Commission on the new additions of the Energy City email and
the Energy City Dropbox. Mroz is also updating the website and will look for
feedback once finished. Mroz will also take any suggestions for Facebook/Twitter
posts/tweets.
8. Adjournment
