Elk River
Municipal Utilities UTILITIES COMMISSION MEETING
TO: FROM:
Elk River Municipal Utilities Commission Eric Volk- Water Superintendent
John Dietz—Chair
Al Nadeau—Vice Chair
Daryl Thompson—Trustee
MEETING DATE: AGENDA ITEM NUMBER:
September 9, 2014 6.1e
SUBJECT:
Staff Update
DISCUSSION:
• Delivered 2 new residential water meters.
• Sealed the water meter and took curb stop ties from 3 water services.
• Turned on 1 water service and 1 electric service.
• Went on 15 service calls.
• Completed 25 locates.
• Completed 25 BACTI/Total Chlorine Residual Samples; all confirmed negative for
Coliform Bacteria.
• Completed 20 routine fluoride samples. All samples met MDH standards.
• Completed 2 THM/HAA5 samples. These samples are required on an annual basis by the
Minnesota Department of Health.
• 280 fire hydrants have had maintenance performed on them so far this summer.
• One Way Building Services has been working on installing the Verizon Antennas on the
Gary and Johnson Street towers. Both sites are nearly complete, we're just waiting on the
asphalt company to come in and pave.
• Pete has completed 687, of the over 800 curbstop ties, that are missing from our curbstop
ties catalog. He's now working on the commercial ties which will take much longer.
• The water department fixed 4 watermain breaks on Morton Avenue. Two of the breaks
were fixed on August 20th, and two were fixed on August 22nd. We suspect that the
watermain had froze over the winter and the water finally made it to the surface. By
doing the repairs ourselves we saved over$15,000 in parts and labor. The line department
helped out by hauling the excavator for us. The streets department loaned us the traffic
control and hauled away all of the asphalt for us.
• The Auburn Street water tower was spot repaired by Slack Painting. We hope to get 5
more years out of the current coating before we have to recondition the tower.
• The Zylstra Harley Owners Group painted 74 hydrants on September 6th. The water
operators serviced the hydrants before they were painted.

• A letter was sent to the Sherburne County Fair confirming that the charges for the
hydrant rental and the water use charges were upheld at the Elk River Municipal Utilities
Commission meeting held on August 12`h. Attached is the letter that was sent out.
• I have been working with Matt Stevens to get their SCADA antennas attached to our
water towers. The wastewater treatment department has also started to store some of their
equipment in our water towers. We'll give them as much storage space as we can
throughout the renovation.
• The new crane that was attached to the pickup we purchased this year has come in very
handy when repairing our fire hydrants. I've attached a picture showing how the crane
does all the heavy lifting, which has ultimately helped to save our backs.

Mr. Kostreba,
At the Elk River Municipal Utilities Commission meeting held on August 12, 2014 the Utilities
Commission decided to uphold the charges for the hydrant rental used during the Sherburne
County Fair.
• The commission upheld the charges for the following reasons.
o Elk River Municipal Utilities has a policy that outlines who water and labor can
be donated too.
o A representative from the Sherburne County Fair signed a rental agreement
outlining the hydrant rental and water usage costs.
o The cost to Elk River Municipal Utilities for labor and material was over$170.00.
The cost to the Sherburne County Fair was $83.36 for the rental and water used.
Please consider the difference a donation to the Sherburne County Fair.
If you have any further questions please contact me at(763)635-1361.
