Meeting
A. Land Use Cases:
1. Trott Brook Farms
To date, we have not been able to establish a meeting on site to review the park
location and condition. We continue to try to schedule this.
An update to the park dedication fees that are to be paid by the developer: the
developer is paying $900 per unit for 600 units ($540,000 in land and cash); in the
future, if there are more units built over 600, those units will pay whatever the current
park dedication fee is.
2. Elk River Country Club Land/Easement Exchange, Building Location
The surveyor for the Elk River Country Club has identified the easement area for the
winter ski trail use. The total easement area to be dedicated to the City will be 62.22
acres, and will extend approximately 885 feet into the eastern portion of the golf course.
An additional .86 acres of easement will encompass the entry road to the new
maintenance building. The land exchange is approximately the same (1.2 acres of park
for 2.82 acres of golf course).
After much discussion regarding the location of the road after the last Country Club
Board meeting, it was agreed to leave the road in the location previously reviewed by
the Park and Recreation Commission members (map attached). The Planning
Commission will have reviewed the final plan at its July 13, 1999 meeting, with Council
review on July 19, 1999. A landscape plan has been submitted as part of the
development plans, and the road will be paved to the crest of the hill, with the
remainder remaining gravel.

3. Administrative Subdivisions
AS 99-2, Waletzko
This Adminstrative Subdivision is located at the intersection of 197th Avenue and
Ulysses Street. The property owner is proposing to create a second buildable lot from
his property.
AS 99-3 &AS 99-4, Foster
This Administrative Subdivision is located near 223rd Avenue and Meadowvale Road
(west of Meadowvale Road to the city limits). The applicant proposes to create two
buildable lots in additon to a third for an existing dwelling. A portion of the subject
property is actually in Big Lake Township, so it is unknown if the request will be
approved as proposed.
As proposed, $3900 in park fees will be collected from these two requests ($1100 park,
$200 trail for each lot (3) created). The subject parcels are not located near existing
park or trail facilities.
B. Park/Trail Developments
1. Lions Park Shelter
The Lions Park Shelter has become an "attractive nuisance" in that it provides an
opportunity for kids to climb the roof and provides a "smokers hangout. Staff has
brainstormed a number of possible solutions short of reconstructing the entire structure.
Items that are proposed to be implemented include planting of prickly shrubs around
the structure, installation of a fence, and installation of motion detector lights.
2. County Road 12 Realignment
At the last meeting, the Commission requested that staff provide an update on the
County Road 12 road and trail construction plans. According to the City Engineer, the
road will consist of an urban road section with (4) lanes and a detached 10 foot trail on
the north side to the east limits of the Trott Brook Farms plat (see attached section
drawings). The remainder of the road improvements will consist of a rural road section
with (2) 12 foot lanes and 8 foot paved shoulders to the city limits. As part of the Trott
Brook Farms plat, the additional County Road 12 right-of-way needed for the urban
section and trail was acquired. When the properties east of Trott Brook Farms develop,
additional right-of-way will be acquired to complete the urban section road and trail
construction to the city limits.
3. BMX Facility
Since the June meeting, staff has prepared the lease agreement for the BMX facility.
The lease agreement has been reviewed by staff from Fire, Streets, and Parks. The

City Attorney still needs to review the document, and we have not heard from the BMX
• organizers regarding their comments. We hope to have the lease approved by the City
Council on July 19, 1999.
4. Community Recreation
On June 28, 1999, Charlie Blesener presented information to the City Council regarding
Community Education providing recreation services as they did in the late 80's, early
90's (see attached information). No decision was made by the City Council. The next
Community Recreation Board meeting is July 19, 1999, and an update may be shared
with the City Council at that evening's meeting.
5. Trail Standards
On Tuesday, July 6, 1999 Terry Maurer, Phil Hals, Stephen Wensmen, and Dave
Anderson met to discuss trail standards. The following items are proposed to be
implemented:
• Establish preconstruction meetings with developers and contractors to set
performance expectations in regards to surface voids and smoothness.
• Revise standard specification with an additional cross section shoing curb cut,
change in mix with smaller rock, smoothness tolerance of 1/8" per 10' of trail, and
• minimum standards for finish grading.
Terry Maurer will develop cost estimates for trail construction based on the new
standard. At a future meeting, the Park and Recreation Commission should discuss the
trail reimbursement/credit policy.
6. Park Dedication Ordinance
Based on the June meeting discussion, changes have been made to the working draft
of the park dedication ordinance. The City Attorney is now reviewing the draft, and we
will schedule adoption of the ordinance as soon as his comments are received. The
Commission will receive an adoption schedule as one is made available.
On a related note, we have received a copy of the Park Dedication Fee Study
information from Dahlgren, Shardlow, and Uban (letter attached). It appears that St.
Cloud cancelled the study. We will review the information received and organize it into
a format that the Commission can easily review. We propose to review park dedication
fees in October in order for them to become effective prior to January 1, 2000.
6. Letter from Aaron Veek
• We received the attached letter from Aaron Veek and have responded by sending him
a copy of the Master Park Plan and the concept plan for the park in question.
