Request
The applicant, Bridgeland Development, is requesting approval of the following
applications:
1. Preliminary Plat to create 26 buildable lots (27 lots will be created, however, a house
exists on the property).
2. Rezoning to Planned Unit Development.
3. Conditional Use Permit for site plan approval.

Analysis
The subject property is approximately 75 acres in area, stretching west from Tyler
Street to Trott Brook on the east. Located in the southwest corner of the site is a Type
Ill, open water, DNR-protected wetland. Trott Brook runs parallel and on the east
property line. There are a number of treed and wetland areas on the property, and a
portion of the property has been used for agricultural purposes.
The applicant first considered developing this property under the proposed cluster
ordinance that the City is developing. However, due to the timing, the applicant will be
processing the development under the DNR Planned Unit Development (PUD)
• regulations.

Under the DNR PUD regulations, the applicant is devoting 50% of the site to open
space, identified as Outlots A and B on the preliminary plat. The development will be
placed into a homeowners association, therefore each property owner will own 1/27 of
the open space. A private trail will meander through both Outlots as indicated on the
preliminary grading plan. Staff is recommending to the developer that a trail corridor be
established between Lots 3 and 4, Block 2 instead of an easement along the property
lines.
This property is outside of any Park Service Area. There is a park west of Knollwod
West Second Addition, however, there is no logical way to connect the park with this
property. No land is proposed to be dedicated as part of this development, however,
park dedication fees will be collected.
Recommendation
Staff recommends that the Park and Recreation Commission concur with the following:
1. NO LAND IS REQUIRED TO BE DEDICATED AS THE SUBJECT PROPERTY IS
OUTSIDE OF ANY PARK SERVICE AREA.
2. THE DEVELOPER SHALL PAY PARK DEDICATION FEES AT A RATE OF $1300
PER NEW LOT (26) FOR A TOTAL OF $33,800.
