Land Use Cases: 1. Trott Brook Farms Grading has begun on the project. A pre-construction meeting was held on site on Wednesday, July 28, 1999. They will begin installing utilities under what will be Trott Brook Parkway on August 2, 1999. The topsoil was stripped from the park area and stockpiled in order to allow the contractor to complete the necessary fills in the park. They are using some of the less suitable soils for the fills. 2. Administrative Subdivision:AS 99-5, Gerald Sneft • Mr. Sneft is proposing to split his property at 22300 Jarvis into two lots, one of which will be buidable. The City will collect $1300 in park fees from this request as required by the ordinance. Mr. Sneft's request has been postponed indefinitely until he submits wetland delineation. 3. City of Elk River/Elk River Country Club Land and Easement Exchange An update memo will be provided to the Commission at the meeting. Staff is meeting with the City Attorney regarding the legal documents on August 6, 1999. B. Park/Trail Developments 1. Construction, Railroad Trail Staff reviewed the Commission's request to return the railroad trail to its original grade in the area of the water tower prior to paving. Unfortunately, the amount of soil removed (5,000 cubic yards) made the correction cost prohibitive. A minor amount of filling did occur, after the transitions from the grade to the excavated portion were improved. The remaining grade will remain as it is, with no changes. A separate road will also not be built to the water tower for the utilities. There was not adequate room between the trail and the wetland to construct a second road without 13065 Orono Parkway • P.O. The trail will be "beefed up" to accomodate the • vehicle traffic. We will continue to search for an access to the water tower from the north and east as those properties develop. 2. BMX Facility Staff has provided the BMX organizers and the City Attorney with a copy of the lease agreement. We are waiting for the BMXers to provide the necessary items needed for approval of the lease by the City Council. 3. Community Recreation At the July 19, 1999 City Council meeting, Councilmember Motin provided the Council with and update regarding Community Recreation (see attached memo from the City Administrator). At the meeting, Councilmember Motin polled the Council as to the direction they would like to see pursued. It appears that the concensus was to continue to make the Joint Powers Agreement work for at least another year. The second favorite option was for Elk River to pursue its own recreation department. The Mayor spoke in favor of allowing Community Education to operate the recreation programs. 4. Wetland behind Bus Company • Staff investigated the wetland behind the bus company, and found no evidence of wetland filling. The owner, however, did receive a permit to fill the small wetland in front of his building. It appears that he is moving dirt on site. 5. Update on Activities Interim Community Recreation Director Michele Bergh will be in attendance to update the council on recent community recreation and city of Elk River recreation activities. One of our biggest summer city programs, the Safety Camp, was recently completed and a five minute video on this two day event is scheduled to be shown to the council. Michele also will provide the council with an update on Emporium • activities. Michele should be able to answer questions from the council about the current status of city programs and what is on the horizon. b. Discussion on Community Recreation Program Options Ever since Jeff Asfahl resigned as the Community Recreation Director in May, options for the future of the Community Recreation Program have been discussed and reviewed. Michele Bergh has been appointed Interim Community Recreation Director and is doing a very good job with these additional responsibilities. Accordingly, there is no great urgency for a decision to be made on Elk River's future role with this organization. Whenever a major personnel change occurs within a department it presents an opportunity for evaluation of the future direction of the program or department. Such an evaluation is currently taking place regarding the community recreation program and the city is considering withdrawing from the organization and providing its own municipal recreation programs. • f:\shrdoc\council\comrecud.doc 13065 Orono Parkway • P.O. In this regard, it may be to the advantage of all the members to have Elk River make this decision now. Eliminating one option now would simplify issues for everyone.
