PRSR 09-08-1999 A Item #: 9.A-2. ityof � ElkMEMORANDUM River TO: Park and Recreation Commission FROM: Michele McPherson rector of Planning DATE: September 1, 1999 SUBJECT: MN Biathlon Site Plan Request The Minnesota Biathlon operates a shooting range west of Woodland Trails and north of Top of the World parks on property owned by CAMAS. They have requested a conditional use permit to allow the construction of a 14' x 20' warming house near the trail that provides access to the range. Attachments • Location Map • Site Plan • Building Elevations Issues The following issues are of concern to the City: • The range is within the 500' buffer zone for discharge of firearms; and • The structure should be constructed so as to be invisible to the users of the railroad trail. The ordinance will need to be amended to exempt the range from the 500' requirement. Staff believes that the current design of the structure is sensitive to its surroundings and will be located such that it will have little or no impact on the railroad trail. Staff will provide photos of the site at the meeting to illustrate this point.
