SUBJECT: Cass Field (ERYAC) Improvements
Request
Review and discuss the proposed bleacher locations and alternative structure
concepts.

Overview
Presently, the Streets and Parks Department has a grant from Bauerly
Brothers to pour concrete for bleachers at the ERYAC baseball fields. The
Commission asked staff to plot out the existing and future site amenities for
planning purposes.
Concept A
The attached Concept Plan A represents the existing and proposed
improvements to the Cass baseball fields. The site plan shows the existing
backstops, benches, fields, maintenance shed, utility and water structures,
and access road as well as the proposed, previously discussed, concession
structure located in the center of the four fields and a possible location for a
new maintenance structure. As conceptually designed, the concession
structure would also contain bathroom facilities. It has been suggested that
IIthe restroom facilities could be housed in a separate structure. The Streets

• and Parks Department would like to construct a larger maintenance
structure to replace the existing 12' x 14' shed. A new maintenance structure
might also serve as an entrance booth to collect entrance fees for spectator
events if it is located and designed properly. Staff feels that if more than one
structure is built, they should be designed together to have a sensible
relationship to each other and with similar materials.
Concept B
Concept B represents an alternative concept for a concession structure with
bleachers and picnic shelters built in. Commissioner Dave Anderson brought
the alternative concept to staffs attention. The structure would be on top of
a raised platform with concessions and picnic tables under canopy and the
sides of the platform as bleachers. The structure would incorporate the
existing utility and irrigation structures and might help control some of the
water causing the erosion problems. With this concept the bathrooms could
be incorporated into the structure or separately as with the Concept A. The
Streets and Parks Department would still need a maintenance shed to house
maintenance equipment. Phil Hals, the Streets and Parks Director, thought
the idea had merit and should be reviewed by the Commission.
Recommendation
• Staff recommends that the Park and Recreation Commission review the two
concepts for concession structures, bleachers, restrooms and maintenance
structure and make a recommendation.
