Park Dedication
We received the information collected by DSU for the St. Cloud park dedication study,
which was cancelled by St. Cloud. Based on a review of the information, St. Cloud
must be in the process of establishing a new or revising an old policy. Very little
information was useful for the discussion of fee amounts. Attached is a comparison of
land dedication amounts that the Commission may find useful.
It is my understanding that the park dedication fees were recently increased to the
current level. As with any expense, costs will go up with inflation each year. In good
markets, as the current labor market, costs have increased dramatically due to labor
cost as opposed to material cost increases. The Commission may want to consider a
policy in which the fees are increased a minimum of 5% or to the next even $100
increment each year or every other year. For the current fees, the park fee would
increase to $1,155 or $1,200, depending on what the commission selects. Trail fees
would increase to $210. Or they could be considered together, in which case the
increase would be to $1,365 or $1,400. There is any number of variables to consider,
but they should be increased slightly on an annual basis in order to continue to cover
costs. The Commission, at an annual review of fees could recommend a larger
increase based on changes in market, park development goals, or other factors.

We have included a bid schedule for the construction of a 100' long bituminous trail
based on the new trail section developed by Terry Maurer, Phil Hals, and
Commissioner Dave Anderson. The total construction cost including a 5% contingency
is $13.75 per linear foot. The previous reimbursement policy was for $10.00 per linear
foot.
Developers have approached staff regarding reimbursement for "extraordinary" costs
associated with trail construction. It is staffs opinion that the reimbursement should be
kept at a standard level. The Commission and staff would have to evaluate what
makes a site more difficult or"extraordinary" to construct a trail on from another site. In
addition, the eligible "extraordinary" costs would need to be identified which could pose
difficulty.
Recommendation
Staff recommends that the Park and Recreation Commission recommend to the City
Council the adoption of the following fees and trail reimbursement policy, effective
January 1, 2000:
1. Adopt an increase in the park dedication fees to $1,400, with $1,150 for
• park dedication and $250 for trails.
2. Adopt a trail construction reimbursement policy of$13.75 per linear foot.
No "extraordinary" costs will be reimbursed.
It is also recommended that the trail construction costs be evaluated every 2-3 years to
ensure that the policy is reasonable.

2.9-1 All residential subdivisions shall dedicate land for public use such as parks,
playgrounds,open spaces,natural sites,or other uses according to the following
schedule. The plans will be reviewed by the Park and Recreation Department.

2.9-2 For subdivisions incorporating a mixture of uses and/or densities,the public use
areas shall be determined by applying the appropriate dedication requirement for
each use listed in this section.
2.9-3 Where a proposed public site or open space as shown on the Master Plan of the
City is located in whole or in part in a subdivision,the Planning Commission may
require the dedication or reservation of such within the subdivision in those cases
in which the Planning Commission deems such requirements to be reasonable.
2.9-4 Land reserved for public sites and open spaces shall be of a character and location •
suitable for the intended use as determined by the Planning Commission. Public
sites and open spaces shall have a total frontage on one(1)or more streets of at
least two hundred(200)feet, and no other dimension of the site shall be less than
two hundred(200)feet in depth unless otherwise approved by the Planning
Commission.
2.9-5 Under Minn. Statute Section 462.358 Subd. 2.b guidelines, in the event the
Planning Commission determines a subdivision is too small, and/or does not
include a park area as shown on the Master Plan, and/or the need for funds to
develop existing park land in the area is more important,the owner or subdivider
shall pay unto the city of St. Cloud such sum of money as set out in Section
520:00 of City Ordinance Code.
2.9-6 The City Finance Director shall establish a separate fund into which all cash
contributions received from owners and developers in lieu of conveyance of
dedication of land for such public purposes shall be deposited. The deposit shall
be used by the City for acquisition of public site/open space that will be available
to and benefit the persons in the subdivision for which payment was made.
