8, 1999 Meeting
A. Land Use Cases
1. Park in Trott Brook Farms
Grading continues in Trott Brook Farms around the park. They continue to take
care in their activities around the park area. Sanitary sewer and water utilities have
been installed near the entry and in the southwest corner of the property. We
anticipate issuing the first building permit for an 8-unit building located near the old
farm entry drive soon.

B. Park/Trail Developments
1. Sidewalk Extension— VandenBerge
Commissioner Westrum expressed a need for a connection from the VandenBerge
sidewalk to the County Road 1 trail at the August meeting. We are investigating this
connection and hope to have further information at the meeting.
2. Baldwin Township Railroad Trail
Commissioner Westrum also expressed interest in the continuation of the railroad
trail into Baldwin Township. Staff spoke with Ron Burley who is working with the
Sherburne County's Park Commission to extend the railroad trail north of the City's
corporate border to Princeton. There is 11 1/2 miles of trail to be constructed to make
the connection. Most of the vacated right of way is in private ownership, however, a
number of miles are in public ownership:
• Railroad: 3 miles
• Princeton: 1 mile
• Zimmerman: 1 mile
• • Baldwin: % mile
The task force in charge of the railroad trail has been meeting with landowners
along the corridor, collecting thoughts and comments, convincing them a trail is a

• good thing, and attempting to acquire access for the trail. Unfortunately, most
responses have been negative.
We keep the Commission apprised of any future developments regarding the trail
issue.
3. Community Recreation
Please refer to the attached memo from Pat Klaers, City Administrator, regarding
Community Recreation. In short, the City is maintaining its relationship with the
Joint Powers group, but the offices for Community Recreation are being moved to
the Emporium site. They will also have their own brochure.
Michele Bergh will continue to manage the programs, and a new director is not
being hired at this time. This move will allow the program to have more of a
separate identity from Community Education.
4. Recreation Briefs
There were no recreation briefs in the Elk River Star News in the last month.
