Background/Discussion On August 29, staff formally accepted and recorded the deed from Thomas and Sara Hartman, transferring 3 acres of Fox Haven Commercial to the EDA. The EDA paid$79,287.77 for the unpaid taxes. Ancillary costs of$3,400 for environmental review,$125 for title commitment, and$67.65 in recording costs and taxes were also paid. The presence of potential environmental contamination was noted on August 25th, due to the backfilling of the former structures on the property and the possible asbestos and household oils and other contaminants. It have been verified that there was no asbestos in the structure, and the household contaminants are expected to be minor, due in part to the city's involvement with the demolition process. Based on EDA direction, staff requested an estimate of the clean-up costs. Our environmental consultant estimates the costs at$23,000. The EDA may elect to not clean up the debris at this time, though it may hamper development of the parcels in the view of developers that want a `shovel ready' site. It is important to outline the assumptions that go into this middle-of-the-road cost estimate. For the waste removal,we are assuming that the residential structure is the only former building that had a basement and foundation. We are estimating the size of the structure at roughly 40x30 feet based on the aerial photo, but the scale cannot be determined with full accuracy. We estimate the depth of buried debris and foundation to be 8 feet. We assume that the buried debris has an overall density of one ton/C.Y. Transportation and disposal is estimated assuming the use of the Vonco II disposal facility and based on recent contractor quotes with adjustment for the relatively short travel distance. If it is necessary to utilize an MSW-type facility(ie ERL)the unit cost of disposal could triple. Analytical testing may or may not be needed and would cost an additional $1,000 assuming two representative samples. We assume that soil from the property is suitable quality and will used for backfill of the excavation. If additional fill soils are needed,additional costs will be incurred. We assume that the area of excavation and grading will be seeded with a low-cost MnDOT mixture as a surface restoration. As discussed,we recommend that the excavation of materials be supervised by a qualified environmental professional. We also recommend that a "Construction Contingency Plan" be developed to assist the City in dealing with tanks, hazardous chemicals or other environmental concerns which may be encountered during the excavation work. It is assumed that the excavation work would be completed in two working days assuming that no contingencies are required during the course of the project. The costs for environmental contractors is not included in the estimate and I could provide an estimate for the environmental portion of this work. I recommend developing a brief project description/spec (ala NAPA) and requesting quotes from a select number of contractors. I have a contractor list that would be interested in this work.
