for the construction of the Natures Edge Business Center Phase II Improvements.
Background/Discussion
As detailed in the attached letter from our Project Manager, Craig Jochum,new bids were received on
August 26, for the construction of public improvements in Phase II of the Natures Edge Business
Center.
If the Council wants to continue with the project, staff supports the Hakanson Anderson's
recommendation to award the contract to LaTour Construction,the lowest responsible bidder. When
approved,we will finalize the contract and proceed with construction this fall.
Financial Impact
The total project cost,including engineering testing and permitting,is $1,425,000. This is $125,000 higher
than the budgeted amount included in the Capital Improvement Plan. The proposed project funding is
as follows:
EDA Development Fund- $568,000
City Development Fund- $200,000
DEED Grant $291,000
Trunk Water Fund - $203,500
Trunk Sewer Fund - $162,500
Total Project - $1,425,000

Contract Award Recommendation
Dear Mr. Femrite:
As you are aware, construction bids for the above referenced project were opened at 11:00 a.m. on August 26,
2014 at the Elk River City Hall. A total of 11 bids were received and opened. The engineer's estimate for this
project was$1,380,000. The following is a summary of the bids:

Northwest Asphalt, Inc. $1,340,810.32
R. L. Larson Excavating, Inc. $1,364,164.55
Redstone Construction, Inc. $1,422,883.69

Northdale Construction Company, Inc. $1,434,745.70
Douglas-Kerr Underground, L.L.C. $1,444,963.23

LaTour Construction, Inc. of Maple Plain, Minnesota was the low bidder at $1,311,227.89. LaTour
Construction, Inc. routinely constructs projects similar to the Natures Edge Business Center. A detailed
tabulation of the bids and LaTour's proposed suppliers and subcontractors are attached for your review.
This project was originally bid on July 15, 2014. A total of six bids were received and the low bid was
Northwest Asphalt, Inc. at$1,445,592.94. At the time the bids were opened the US Corp Wetland permit had
still not been received. For this reason and to promote additional interest in the project, all bids were rejected
and the completion date was moved to June 15,2015.
In summary the rebid resulted in 5 additional bidders and a reduction of$134,365.05 in the construction bid.
We recommend that the Natures Edge Business Center Phase 2 Improvements be awarded to LaTour
Construction, Inc. in the amount of$1,311,227.89.

Resolution 14-
A Resolution of the City of Elk River Accepting Bid and Authorizing
Execution of Contract in the Matter of the Nature's Edge Business Center,
Phase II
WHEREAS, competitive bids were solicited and received for the Natures Edge Business
Center Phase 2 Improvement project;and
WHEREAS, the City Council has considered the amount of the bids and the responsibility
of the bidders and determined that LaTour Construction,Inc. is the lowest responsible
bidder;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk
River,Minnesota, as follows:
1. The Mayor and City Administrator are authorized and directed to execute, on behalf
of the City, such contract with LaTour Construction, Inc. for the completion of the
Natures Edge Business Center Phase 2 Improvements according to the approved
plans and specifications designed by Hakanson Anderson and approved by the City
Council.
2. The City Administrator is authorized and directed to forthwith return to all bidders
the deposits made with their bids upon execution of the contract specified above.
