Direct,by motion, staff to submit the projects listed below for consideration of funding by MnDOT
through their current Corridor of Commerce solicitation.
Background/Discussion
Attached is a solicitation from the Minnesota Department of Transportation (MnDOT) for funding
opportunities through their Corridors of Commerce program.
MnDOT is seeking input from stakeholders throughout the state as to what should be funded by this
program. The primary intent to this solicitation is to fund right-of-way acquisition,preliminary
engineering, and environmental studies in order to better position these projects should future funding
become available.
Staff has reviewed the request and recommends the following be submitted for consideration by the state:
1) Complete preliminary design work for interchange improvements at TH 10/169/101 to add ramps
and eliminate existing stop light on TH 101.
2) Complete preliminary design work and right-of-way acquisition for a future frontage road and
interchange on TH 10/169 at a future extension of Twin Lakes Road (south of 167`''Avenue).
3) Design and construction of adaptive signal controls on existing signalized intersections on TH 10 and
TH 169 in Elk River.
The three projects recommended are intended to improve mobility on the Trunk Highway corridors
through Elk River. MnDOT will make the final selection for projects they feel best meet the program
goals.

ST. PAUL, Minn.—The Minnesota Department of Transportation is seeking recommendations for road and bridge
projects that will be funded by Corridors of Commerce funding, according to MnDOT officials.
Corridors of Commerce funds projects support economic growth through targeted regional investments that help
improve the movement of freight and reduce barriers to commerce.The 2014 legislation makes available up to$25
million in 2015.The primary intent of this funding is to prepare eligible projects for future years should additional
funding be made available.
"Transportation investment is key to our state's economy," said MnDOT Commissioner Charlie Zelle. "The work we do
with this funding spurs economic growth in the near term through construction jobs and, in the long run, creates a
commerce-friendly network of corridors that we can rely on every day to move goods and people efficiently across our
state."
The 2015 funding can be used for right of way acquisition, environmental study work and preliminary engineering,as
well as other project costs. K8nDOT will collect project recornnnendationsduringthenexttvvoweeksandwi||announce
the selected projects inOctober.
Since 2013,the Legislature has provided $331.5 million in Corridors of Commerce funding for projects statevvide.The
first program projects started thisyear and include:
• Lane addition on Interstate 94 from Highway 101 to Highway 241 near St. Michael
• Expansion of Highway 14 to four lanes from Highway 218 to County Road 43 near Owatonna
• Passing lane additions onvarious sections nf Highway Z and Highway 34in northwestern Minnesota
"We are working hard to make our transportation system more effective and efficient,"Zelle said. "A good
transportation network serves the economy well and improves the quality of life for all of us."
