To Item Number Mayor and City Council 6.4 Agenda Section Meeting Date Prepared by Presentations,Awards September 15, 2014 Michael Hecker, Parks and Recreation Director and Recognition Item Description Reviewed by Resolution Accepting Donation for Rotary Bench Cal Portner, City Administrator Memorial at Bailey Point Nature Preserve Reviewed by Action Requested Adopt,by motion,the attached resolution acknowledging$3,500 in donation to the Parks and Recreation Department from the Elk River Rotary for a bench memorial at Bailey Point Nature Preserve Background/Discussion Staff has been working with Lynn Caswell from the Elk River Rotary on a bench memorial in honor of Thomas McNair for the Bailey Point Nature Preserve. The memorial idea was first presented to the Parks and Recreation Commission at the end of last year. They were updated with construction and location details at the July 9 Commission meeting. The exact location and construction,agreed upon by staff,the Parks Commission and the Rotary is slightly elevated above the high water mark, and has an excellent view of the confluence of the Elk and Mississippi Rivers. Staff has been working with the Commission the past few months on a donation policy draft outline. The exact bench proposed for the memorial meets the standards and criteria that have been set up in the draft policy. The memorial actually includes two benches close together each with a plaque engraving recessed into the slats. Details on the park bench and plaque texts are attached. The expected life cycle of this donation is 10 years and the Rotary has agreed to maintain the bench memorial during its life cycle and beyond. The bench memorial should be completed by mid-October, pending any possible weather issues. Financial Impact The donation of$3,500 will be the actual cash value of two park benches with plaques and city labor cost related to installation. The cost for construction of the foundation and pavers for the two benches will be paid for by the Rotary through in kind donations of materials and labor. Attachments • Resolution acknowledging contribution • Bench Memorial Picture Examples • Bench Memorial Concept layout with bench text language P a w E A E U s r Template Updated 4/14 INIM UREI City of Elk River Councilmember introduced the following resolution and moved its adoption: Resolution 14- A Resolution of the City of Elk River Acknowledging Contributions WHEREAS, the City of Elk River is grateful to all civic groups, organizations, and individuals for their contributions to the community;and WHEREAS, the City of Elk River received a $3,500 donation from the Elk River Rotary Club with the intent it be used by Elk River Parks and Recreation for the purchase and installation of two benches at Bailey Point Nature Reserve. NOW, THEREFORE, BE IT RESOLVED by the City Council,by at least four-fifths vote,to acknowledge the support and commend the Elk River Rotary Club for their donation. The motion for adoption of the foregoing resolution was duly seconded by Councilmember , and upon vote being taken thereon,the following voted in favor thereof- and the following against: ,whereupon said resolution was declared duly passed and adopted.
