SR 09-15-2014 City of Elk Request for Action River To Item Number Mayor and City Council 4.4 Agenda Section Meeting Date Prepared by Consent September 15, 2014 Jessica Miller, Executive Secretary/Deputy City Clerk Item Description Reviewed by Special Event Permit—Thumbs Up High 5K Tina Allard, City Clerk Reviewed by Cal Portner, City Administrator Action Requested Approve,by motion, a special event permit for the Thumbs Up High 5K scheduled for Saturday, October 4, 2014, subject to the following conditions: 1. Applicant must obtain property owner permission for use of any private property. 2. The event planner is required to notify businesses, residents, and organizations abutting the route. Downtown businesses must also be notified of the parking lot closure. The city will provide a template of the notice that must be distributed. The city will also provide a list of the properties to be notified. The event planner must submit an affidavit that the notices were distributed. 3. Applicant must contact Police Captain Ron Nierenhausen (763.635.1202) at least two weeks prior to event to arrange for police reserves. 4. Walkers/runners are to utilize sidewalks, trail systems, or road shoulders throughout the entire route. No road closures will be permitted. It is each runner's responsibility to ensure the streets/intersections are safe prior to crossing. 5. Applicant will be responsible for garbage clean-up immediately following the event. 6. No paint allowed anywhere on route. Chalk or cones may be used on the sidewalks only. Chalk must be cleaned up immediately following the event. 7. Damage deposit of$250.00 is required for use of River's Edge Commons Park and the lower level parking lot. 8. The lower seating area and stage can be used exclusively by the group but the upper plaza must remain open to the public. 9. Closure of the lower level parking lot will be permitted from 7:00 a.m. to 6:00 p.m. Saturday, October 4, 2014. Parking lot must be completely cleared prior to removal of the barricades. 10. Applicant is responsible for calling in locates to the power company for any stakes put into the ground.Applicant must also receive approval from the Parks and Recreation Department on location of stakes. No stakes shall be pounded into the pavement or anywhere in the parking lot. 11. Tents must meet applicable state and fire building code requirements. Applicant is responsible for contacting the fire marshal at 763.635.1110 to schedule an inspection of the tents prior to use. 12. Applicant is responsible for barricading alley and parking lot. Emergency personnel access must remain open at all times, therefore,nothing shall be stored or set-up in the alley. Background/Discussion Katie Shatusky has applied for a special event permit for the Thumbs Up High 5K walk/run on Saturday, October 4, 2014. The run begins at 10:00 a.m. A post-race festival will take place in the Rivers Edge Commons Park and city-owned lower level parking lot from 11:30 a.m. until 3:00 p.m. including a motivational speaker,live music, face painting,bounce house, and other family friendly activities. The purpose of the event is to raise mental health and suicide awareness. A majority of the Thumbs Up High 5K events will take place in the park. Events held entirely on park property do not require a special event permit;however, a 5K is included as part of the event and requires a permit. In preparation for the run on Saturday,the group has also invited the public to a Chalk Up the 5K Route event on Friday, October 3, 2014, at 5:30 p.m. The group would like people to come and draw or write inspirational messages to the runners on the sidewalks along the route.
