I. Call Meeting to Order
Pursuant to due call and notice thereof, the meeting of the Elk River Parks and
Recreation Commission was called to order at 6:33 p.m. by Chair Anderson.
2. Consider Agenda
• Mr. Hecker asked to move Item 8.1 to after Item 4.
Moved by Commissioner Ahlness and seconded by Commissioner Sagan to
approve the June 11,2014, agenda with the requested changes. Motion carried
5-0.
3. Consider Minutes
Moved by Commissioner Kallemeyn and seconded by Commissioner Ahlness
to approve the following May 14,2014 Parks and Recreation Commission
Minutes. Motion carried 5-0.
4. Open Forum
Steve Schumaker, 1106 190th Ave. NW, Elk River, expresses his concern over not
being allowed to metal detect in Elk River parks. He shared that there are clubs all
over the state and they are self-policing. He asked the commission to consider
having a permit policy to allow the activity.
Mr. Hecker shared in his experience it is difficult to police activities in the park such
as metal detecting and appreciated an alternative idea and will have the subject on the
July Commission agenda.
IP Dana Cohen,21194 Lander St. NW, Elk River,questioned what will replace the
climbing rock that was removed from the Windsor Park last spring. She requested a

play structure, slides,and/or climbing equipment as there a lot of families in the

neighborhood.
Commissioner Anderson asked how often the park is used.
Ms. Cohen shared that it is used a lot even without the equipment,however slides
would bring more children to the park.
Mr. Hecker shared that there is a void for the younger ages out there and that it has
been discussed to allot funds to add equipment to Windsor Park.
8.1 Lions Park Renaming Recommendation
Mr. Hecker presented his staff report.
Deb Weston,Elk River Lions Club President shared that the club approved the
name and supporting financially with updated signage.
Commissioner Anderson stated that the signage should be updated after the Parks
and Recreation Master Plan is completed.
Moved by Commissioner Sagan and seconded by Commissioner Kallemeyn
to recommend to City Council to rename Lions Park to Lion John Weicht •
Park. Motion carried 5-0.
5. Parks & Recreation Master Plan Framework Presentation - HKGi
Lil Leatham,Hoisington Koegler Group Inc (HKGi),gave a presentation regarding
the status of the needs assessment and recommended framework of the Parks and
Recreation Master Plan.
6. Park/Program Highlight
Mr.Benoit shared a slideshow presentation of all the summer recreation
programming being offered.
7.1 Donation Policy
Mr. Hecker presented his staff report and handed out a draft policy and examples of
different types of benches.
Commissioner Anderson stated that a land acquisition should be brought to the
commission for approval.
Commissioner Anderson led discussion of each item through draft policy and asked
to add "Volunteer maintenance of tree care is encouraged." •

• The commission members agreed that all the plaques should be made out of bronze.
Commission members discussed different style of benches.
Commission Kallemeyn asked if a non-specific donation would be guided by staff.
Commissioner Anderson asked to add money to the donation list.
9. Parks and Recreation Director Report
Mr. Hecker presented his staff report. Sharing that asphalt has been laid down over
the deteriorating pavers in the downtown area.
10. Division Manager's Reports
Mr.Benoit presented his staff report.
II. Announcements
Commissioner Anderson asked that the Bailey Point Nature Preserve fall work day
be added to the fall activity guide.
12. Adjournment
illThere being no further business, Chair Anderson adjourned the meeting of the Elk
River Parks and Recreation Commission at 7:52 p.m.
