I. Call Meeting to Order
Pursuant to due call and notice thereof,the meeting of the Elk River Parks and
Recreation Commission was called to order at 5:38 p.m. by Chair Anderson.
III2. Needs Assessment Summary Discussion
Lil Leatham,Hoisington Koegler Group Inc (HKGi),gave presentati on regarding

the process taken to date to form the needs assessment summary.
3. Framework Plan Discussion
Lil Leatham,HKGi,gave presentation regarding the framework plan.
Commissioner Niziolek asked if the bluff lands near Kelly Farm can get into the plan
as a trail corridor.
Commissioner Anderson stated that the Houlton property should be bought today.
Mr. Hecker shared that The Friends of Mississippi group has been working on
finding funding and is looking more positive.
Commission Anderson commented that 20 years ago many small parks were
acquired and playgrounds were installed in contrast to what is popular today which
are destination signature parks.
Commissioner Niziolek asked if the small parks could be given back to
neighborhoods.

Commissioner Anderson stated parks acquired by park dedication could not be given

back,however could look at leasing it to the neighbors to take care of it.
Commissioner Niziolek asked if the 90 acre wooded area north of Woodland Trails
Park become part of the system by showing it on the plan as a future park with
Great Northern Trail Connections.
Discussion of what trail connections were needed and how they tied into Highway
10 and Highway 169 corridors.
4. Adjournment
There being no further business,Chair Anderson adjourned the work session
meeting of the Elk River Parks and Recreation Commission at 6:25 p.m.
