PRSR 11-10-1999 \74 - Sity of Elk • River Item# 9.C.2- MEMORANDUM TO: Park and Recreation Commissio FROM: Stephen Wensman, Planner lj DATE: November 10, 1999 SUBJECT: Lions Park Tot Lot Overview The Lions Club of Elk River have provided the City with a donation of $16,000 to be used for the following improvements to Lions Park: • Ballfield with backstop • • Bandshell improvements and plantings • Totlot structures and benches • Evergreen screening for berm near Elk River Machine The Planning Department has provided a site plan for the Tot Lot that consists of the six spring-wound ToughRiders from Landscape Structures, Inc. in a sand lot with a 6 foot concrete sidewalk surrounding it and two benches. The Tot Lot is sized large enough to incorporate a future additional play structure represented by a rectangle in the lot. The Tot Lot is on a raised berm to be constructed with a radius that matches the radius created by the band shell benches and with the same elevation. Proposed for the berm are eight crabapples that will provide a backdrop for the band shell area, reinforce the shape created by the bandshell benches and provide better soil stability for the play structures. Play Structures The Lions Club have proposed six similar ToughRider structures. Staff questions whether the dollars might be better spent on a variety of structure styles providing a wider variety of play experience.
