SUBJECT: PARK DEDICATION FEES
You indicated that there has been discussion recently regarding the timing of the payment of park
dedication fees. The City has tried two different methods,collecting at the time the plat is recorded and
collecting when the building permit is issued. Currently,the fees are collected before the plat is signed
and recorded.
• Collecting fees when a building permit is issued is not the preferred method for several reasons. First, it
is much more cumbersome to administer;a great deal of communication needs to take place between the
planning and building departments. Second,the chance of error in collecting the wrong amount or not
collecting at all is much greater because the amount may vary by lot depending on which year it was
platted and whether a land dedication was made in lieu of the fee. Additionally,when the fee is collected
as part of the building permit application,the payment is made by the builder or homeowner(who may be
unaware of the fee)instead of the developer.
