PRSR 12-08-1999 r-Q Item #: 9.C.5. ity of Jlk River MEMORANDUM TO: Park and Recreation Commission FROM: Michele McPherso +► 'irector of Planning DATE: December 1, 1999 SUBJECT: Winter Rules/Use Policy —Woodland Trails Park Request Commissioner Dave Anderson submitted the attached information regarding winter rules and out of town ski team use policy for Woodland Trails Park. Analysis Staff has the following comments regarding the proposed rules and policy: 1. "Motorized vehicles" should be defined to clearly indicate that snowmobiles, ATV's, and passenger vehicles are prohibited on trails and in the park. This should be a policy for all seasons and expressly stated for community events. It was rumored that the MN Biathlon had vans on the newly paved railroad trail during their October events. 2. Reservations should be made with Community Recreation as they have new scheduling software for this purpose. 3. Reservations should be made one week in advance (No less than 5 business days). 4. One day per month per team may be too restrictive at this time until demand can be determined. 5. It may be appropriate to charge some type of fee for use of the trails to help offset some of the reservation and maintenance costs. Recommendation Staff recommends that the Commission review the attached information and the above staff observations, make changes, and adopt the winter rules and use policy for Woodland Trails Park. 13065 Orono Parkway • P.O. Ski on groomed trails only. 2, Ski safely -no ski patrol on duty -obey "Do Not Enter" signs on one way trails 3. Dogs allowed -must be leashed at all times -must stay on trail edges -must stay out of classic tracks -must yield to skiers -must clean up after Remember: allowing dogs on ski trails is a privilege that exists only in Elk River. Please observe rules to maintain this privilege. • 4. Walking and snowshoeing allowed on trail edges only - yield right of way to Skiers, 5, No motorized vehicln trails or in park area. 6. Requests shall be submitted days prior to requested use date. 2. The park will remain open to the public during reserved uses. Every courtesy should be granted non-event park users. 3. Certain uses require "warning cones" to be displayed at park entrances. Upon granting approval for your use you will be notified if that requirement is necessary and instructed as to the locations that the cones are to be displayed. 4. A $50 deposit is required to secure the cones and it will be returned when the cones are returned. 5. Please leave the park and parking lot cleaner than you found it. 6. Park closes at 1Opm. 7. Requests for practice dates must be made_days before the date of the requested use. 2. Teams may practice one day each month for the months of December, January, and February. 3. A maximum of two out of town teams may practice per week. 4. Only one out of town team may practice per day. 5. Practices will be limited to Monday through Thursday on open dates listed below.
