The next meeting of the Community Recreation Board is Monday, November
15, 1999 at 11:45 a.m. Councilmember Paul Motin is our city representative
on the Board. Paul and/or Recreation Manager Michele Bergh will be in
attendance Monday evening to update the City Council on November
Community Recreation activities. Attached for your information is part of
the Community Recreation Board 11/15/99 agenda packet.

3. Routine Items
Motion to approve September 20, 1999 Community Recreation Minutes was made by Gary
Eitel, seconded by Virginia Wendell. 4-0. Paul Motin abstained from voting.
4. Discussion /Board Action Items
a. Discuss the policy for withdrawing from the Joint Powers Agreement
Paul Motin presented a suggested policy he drew up. Motion to approve was made by Paul
Motin, seconded by Virginia Wendell. 5-0. Michele will revise the Joint Powers Agreement
and send it to each community and the school district for approval.
b. Discuss phone needs
Michele shared that the phones have been ordered and installed. Budget has been redone to •
accommodate this expense.
c. Discuss 2000 budget amendment
Paul Motin motioned to accept amendment, Gary Eitel seconded. 5-0.
5. Staff reports/Informational Updates
a. Community Recreation Staff Report

a. Dayton—Applied for a$300,000 grant for trails to be complete.
b. Elk River—Boys/Girls Club will be opening soon.
c. Hassan Township—No report.
d. Otsego—Very busy developing roads and working on the water tower.
e. Rogers—Working on purchase agreement on new high school, working on park development
and park shelters.
f. ISD 728—Focus on bond this fall. Community Education is still struggling with staff.

Staff Report
November 1999
Move
The area is almost complete and although we don't have a firm date yet, we have been told that we
should be able to operate from our new offices by Thanksgiving. The phone is working over there and
has a message for people to still call our 241-3523 phone number is on the voice mail.
Hotline
The hotline is being used every day and this is very encouraging. The system that is set up lets us know
how many times it's called and when. We currently have open gym information and some other general
information on there.
Website
Again, I'd like to encourage you to take a look at our web site. We are trying to get the word out about
it and I just added a counter so we'll be able to tell how many times it's being visited.
Winter 2000 Programs
We have enclosed a brochure for you in case you haven't seen them yet. We are very excited about the
programs we have offered this quarter and registration is looking good.
New Employee
• Dan Fields has been hired as our new Programming Assistant. We are very happy to have him on board.
We believe that he'll make a wonderful addition to our staff and look forward to being able to market
our programs and our organization better because of his talents.
Emporium
Emporium continues to be successful with the concerts on the weekends. We have many bands wanting
to play and the attendance is good. The students are very supportive of our offices being located there.
Theylike the set up of the new space. We had our Violence Prevention program on November 4 and,
while we had a small group in attendance, I think it was a success. The girls were all asking when we'd
be doing it again and they want their friends to attend and they want to attend again. We had a speaker
from Central MN Sexual Assault Center who lead a small group discussion about relationships, abuse,
what to do if you become a victim, etc. Wayne from Professional Karate did an hour's worth of self-
defense techniques and taught the girls a variety of ways to defend themselves. Then we did more
discussion on relationships and discussed a variety of scenarios. The girls all received a bag of goodies
and information for them to take home.
